Advancing Adolescent Girls Programme Manager - Liberia

We are looking for a highly qualified Programme Manager for our programme Advancing Adolescent Girls. The programme has the following objectives:
  • Improved protection and social cohesion through participatory transmission of cultural arts and dance and promotion of positive role models
  • Enhanced male involvement on ending violence against girls and becoming agents of change to improve social justice through protection committee structure in 30 villages within a network of 5 resource centres.
  • Reduced opportunity for gender based violations through empowerment initiatives, skill development and leadership training.
  • Build bridge between generations to strengthen community in order to support the most vulnerable
Background
The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organisation founded in 1956 that works in more than 30 countries worldwide. DRC has been present in Liberia since 1998. Today, in addition to managing the Little Wlebo Refugee Camp, DRC works in 50 Liberian communities in 6 sectors including conflict prevention, conflict resolution and social cohesion. While early projects implemented during the emergency primarily addressed lifesaving assistance, today the organization is focused on the future with a view towards development.
Liberia's war has undermined the social organization which, despite 10 years of peace and reconstruction, is still recovering. The lack of cultural identity and the abandonment of traditions leave a societal gap difficult to fill. This gap particularly affects women and children for whom the actual traditional practices have negative impact on their life. However, the reconstruction of the social network is needed to promote social cohesion and reducing protection issues. To do this, specific actions such reconnection of social support and the restoration of the rites and rituals are all elements to support the social life reconstruction of rural communities.
Within this context, DRC has built up strong knowledge of protection issues, particularly in the South East Liberia. This project proposes a global approach to address the socio-cultural constraints to adolescent girls’ enjoyment of their human rights in the selected communities in South East Liberia. With the increase in community mobilization for males and females, the incentive and awareness on the importance of girl’s empowerment and all the activities targeting a safer and gender sensitive environment it is assumed that behavioural change will occur and the community will continue to effect change.
Duties and Responsibilities
As Programme Manager you will have the following duties and responsibilities:
  • Ensure compliance with the DRC regional Protection Strategy
  • Ensure an appropriate and integrate implementation of the project within the 30 communities
  • Monitor the project staff and ensure the proper daily field follow up of the project
  • Ensure regular reporting (Intern and external) on the project
  • Ensure the good use of DRC means and material (Logistic) concerning the project
  • Ensure M&E of the project according the implementation of Tools, Collect, Data entry, Data Base monitoring, and documentation system of hard copies linked with national and regional M&E responsible
  • Oversee the implementation of all activities according to the schedule, the budget and to international standards;
  • Oversee financial and administrative, logistic management of the program;
  • Monitor and evaluate appropriate implementation of the project against the objectives and indicators as developed in the log frame;
  • Work closely with the National Protection Officer and the Livelihood Officer to ensure uniformity of quality and a good integration of program component;
  • With support of the National Protection Manager, supervised program national staffs in conjuncture with Human Resources (HR rules and regulations, vacation schedule, staff training, etc);
  • Ensure compliancy with DRC and Donors’ procedures and regulations;
  • Develop and maintain effective relationship with all stakeholders;
  • Participate and represent DRC in relevant coordination meetings;
About you
To be successful in this role you must have:
  • A master Degree in Program Management, Social Science, psychology, gender studies or any relevant field of expertise;
  • Experience in Protection management project
  • Experience in Result Based Management and Monitoring projects;
  • Minimum of 2 years experience at international level;
  • Knowledge in protection, child protection or gender;
  • Understanding of operating in an emergency setting
  • Excellent communications skills;
  • Strong interpersonal and intercultural skills;
  • Fluent in English, French is an asset;

Conditions**
Availability: As soon as possible
Duty station: Zwedru, with frequent travel throughout the Eastern Liberia.
Contract: One year with a possibility of extension, subject to funding.
Salary and other conditions in accordance with the Danish Refugee Council’s Terms of Employment for Expatriates (available at www.drc.dk under Vacancies). The position will be placed at salary level A15.
