Supply Assistant GS 5

PURPOSE OF THE JOB
Under the direct supervision of the Supply and Procurement Specialist, assists in the supply and procurement of various services in support of the Country Programme and related activities.
KEY AREAS OF RESPONSIBILITY
****1.****Issue requests for Quotations (RFQ) for low value procurement of goods and procurement of services. Based on the adjudication, issue Administrative LPOs and conduct expedition of orders.
  1. Receive and scrutinize Admin/Programme LPO invoices for payment, prepare payment requests for all deliveries made against Admin. LPOs.
  2. Receive, screen, log and route correspondences, attach necessary background information and maintain follow-up system.
****4.****Coordinate meetings of the Tender Committee or Local Committee on Contracts, by arranging for suitable dates and rooms, and by preparing and distributing files containing the cases to be presented.
****5.****Provide administrative support to the Supply Section in the monitoring of the section’s work plan, budget leave plan and travel plan.
****6.****Distribute, follow up and collect signed Receipt of goods for local procurement of goods and procurement of services and maintain their accurate filing.
****7.****Maintain manual and automated procurement files and records; provide purchase information to receiving and inventory staff; maintain procurement supply and vendor reference library.
MINIMUM QUALIFICATIONS AND EXPERIENCE
  1. Completion of secondary education, preferably supplemented by courses in purchasing methods and/or accounting. Bachelor’s degree is an added advantage
  2. Five years of progressively responsible clerical or administrative work with specialized experience in purchasing a variety of materials and services. Experience with computer databases for the maintenance of procurement records is desirable.Fluency in English/French with working knowledge of the other required. Knowledge of the local working language (Kinyarwanda) is desirable.
