Trade Facilitation Director, Southern Africa

ACDI/VOCA currently has approximately 60 projects in 30 countries and total revenues of $173 million.
Trade Facilitation Director, Southern Africa
We are currently seeking a Trade Facilitation Director for the anticipated USAID-funded Southern Africa Trade Hub program. The project’s primary focus will be to increase international competitiveness, intra-regional trade and food security in Southern Africa. To achieve this objective, technical components will include improving the enabling environment for regional trade; enhancing the integration and competitiveness of regional value chains; and increasing international and regional trade.
Responsibilities:
  • Design and lead interventions to improve efficiency in trade administration, transparency of border administration, and facilitation of adoption of simplified trade processes and modern tools
  • Share best trade facilitation practices and build synergies across government agencies and private sector stakeholders
  • Promote coordination and collaboration across border agencies
  • Facilitate trade modernization programs, including adoption of the national single window
Minimum Qualifications:
  • Master’s degree in economics, business, or a closely related field
  • At least 12 years of relevant experience five of which should be in Africa
  • Experience in transport planning, policy and customs reform - demonstrated ability to implement reforms in a developing country context
  • Demonstrated experience working with the transport of staple foods and other agricultural inputs and products
  • Working familiarity with international transport/customs conventions and ability to initiate their adoption and enforcement in the region
  • Experience in developing public-private partnerships in the transportation sector
  • Demonstrated experience working collaboratively with institutional and private sector partners and stakeholders in a multi-country setting
  • Demonstrated ability to develop and implement efficient and effective communication and information sharing frameworks with stakeholders
  • Excellent writing and presentation skills
  • Excellent English language skills
