Background:
UNOSAT is the operational satellite applications programme of the United Nations Institute for Training and Research (UNITAR). It is a technology-intensive programme active since 2000 in applied research and innovative applications relating to geospatial information technology and satellite analysis, and mapping.
UNOSAT is in charge of the implementation of a large in-country project in Chad. The main outcome is to increase national resilience via the active management of water resources. A better access to water has a direct impact on health, food safety, fight against poverty and the development of villages and rural communities.
The incumbent will be in charge to support the modernization and the development of the new documentation centre of the Ministère de l’Elevage et de l’Hydraulique of Chad. He/She will provide support and training to the existing team of librarians of the ministry, aiming to modernizing and computerizing the centre.
The main language used for project material and deliverable is French.
Responsibilities:
Under the technical guidance of the Technical Assistant based in N’Djaména and the overall supervision of UNOSAT’s Specialist in charge of ResEau project implementation, the incumbent will be responsible for the following duties:
• Organize the restoration, indexing and cataloguing of the water library print collections, following its relocation;
• Submit and develop an open-source integrated library system to administer the print and digital collections based international library standards, and maintain the bibliographic elements up-to-date;
• Evaluate, process and incorporate all material (publication, reports, maps, etc.) referring to water resources and covering the territory of Chad in a digital library;
• Apply quality control procedures on all products generated and disseminated, and verify citation accuracy;
• Animate, organize and train the local team of librarian of Ministry of livestock and Hydraulics, in close collaboration with the head of the documentation centre;
• Work closely with the GIS Officer to develop dynamic links between the library database and the Chad GIS;
• Install a documentation tracking software (WinISIS), and training of documentation center's agents for its use: entering new references and management of the documentation (inputs and outputs). Draft and prepare guidebooks for library staff and users;
• Animate the documentation centre for the development of services and the diffusion of ResEau hydrogeological maps, in particular in organizing an open day at the documentation centre;
• Initiate the networking of the various documentation centres of N'Djaména (CNAR, CEFOD, etc.), to obtain a clear understanding of the available documentation in the field of water and environmental science in Chad;
• Any other duties as may be requested by the Project Coordinator.

Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. • Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed; strong interpersonal and communication skills including facilitation skills in training related activities.
Qualifications:
Education: Advanced university degree (Master’s or equivalent) in librarian or a closely related discipline.
Experience: A minimum of three years of work experience in documentation centre management, and a complete confidence in handling documentation tracking software, such as WinISIS, in the establishment of digital libraries and in the management of documentation. Demonstrated training experience is highly regarded. Familiarity with the humanitarian or development context or/and previous work experience in West Africa would be an asset.
Languages: Fluency in spoken and written French and English.
