Monitoring and Evaluation/Quality Improvement (M&E/QI) Manager
Reports to: South Technical Director
Location: Littoral Region
The M&E/QI Manager reports to the South Technical Director and oversees the project’s M&E systems. S/he works with sites to accurately capture, validate, and use data for decision-making and quality assurance. S/he will track progress and results of the project to ensure the generation of complete, accurate, and high quality data to monitor program performance and assess effectiveness of interventions. S/he will lead routine data quality reviews and assessment processes in collaboration with other project staff and district health officials. S/he will work closely with the M&E/QI officers to ensure accurate and timely reporting to Centers for Disease Control (CDC) and will foster integration with the existing national system. The manager will possess a high level of understanding of the national data reporting system and a strong understanding of CDC’s reporting requirements. Finally, the M&E/QI Manager will be responsible for QI and will build linkages between data use and program improvement.
Responsibilities:
  • Harmonize project data reporting structures in line with Option B+, the national data collection and reporting tools, and the reporting tools required by CDC to ensure a streamlined reporting process
  • Lead the process of training and curricula development for the supervision of data collection at the health zone and the site level
  • Build capacity of project staff, partners, and sites to collect, analyze, and use data for management and decision-making
  • Work with the capacity building officer to ensure that problems identified through M&E/QI reports are addressed across health districts through appropriate interventions
  • Ensure accurate monitoring of project performance on all levels
  • Ensure active and effective sharing of data and information across consortium partners and with the Government of Cameroon (GRC), CDC, and relevant stakeholders
  • Organize routine data discussions and feedback meetings between the project, CDC, and Ministry of Health Cameroon (MOHP)
  • Provide oversight to the project’s QI activities
  • Together with the director of clinical services and technical directors, plan and oversee site needs, work plans, and activities (to systematically monitor the progress versus planned activities/targets)
  • Identify site and health worker needs and organize and facilitate trainings when required
  • Apply QI principles in regular supportive supervision through focusing on priority areas and utilizing QI-based methods/tools for improvement
  • Develop the technical capacity and transfer of technical expertise in quality improvement to facility staff and improve the quality of services provided by health facilities with particular attention to client perspectives, rights, and needs
  • Encourage a culture of quality/performance improvement among health workers and sites; implement best practice sharing and training among sites
Required skills, knowledge, and experience:
  • At least five years of experience in design, administration, management, and implementation of HIV/AIDS programs
  • Experience including M&E, supervision, and reporting
  • Significant experience in the development of quality improvement tools and systems
  • Proficiency in French and English
  • Experience working with United States Government (USG) reporting is a plus
