BRIEF SUMMARY
We are now seeking applications from highly experienced international development professionals for the position of Director Strategy, Performance and Innovation with the DFAT funded KOMPAK program in Indonesia. The position is based in Jakarta for up to 2 years initially and with the possibility of extension.

Program Overview
KOMPAK (Governance for Growth) is a large and complex program that is uniquely placed to add value to the Government of Indonesia’s own efforts to improve the social and economic conditions of its citizens. The program comprises a corporate and operations support platform and three components that are designed to support economic growth and service delivery at the local level in Indonesia.
The Opportunity
This key position will be responsible for ensuring implementation and strategy is aligned driving Program analytics and QA. With a focus on Communications, Technology, Innovation, Knowledge Management (KM) and program performance including value for money, specific responsibilities will include;
  • In conjunction with the Government of Indonesia and DFAT, articulating a vision for exceptional results through Technical Quality, Innovation, Communications and Performance
  • Develop an integrated plan for how innovations, communications, technology and KM can enhance and support the KOMPAK strategy
  • Oversight of team performance and support for team initiatives
  • Lead quality assurance processes to ensure KOMPAK activities are aligned with strategy, are effective and represent value for money
Reporting to the Chief of Party, this is a long-term (2 years or longer) in-country opportunity based in our Jakarta offices and is Classified as a D3 position under the DFAT Adviser Remuneration Framework (ARF).
Our Requirements
This is an opportunity to make a meaningful contribution to an important and large-scale development program. We are seeking an individual who can inspire exceptional vision and performance with a proven ability and reputation for management within large-scale, complicated programs in complex environments. You will need to demonstrate skills and abilities in the following areas:
  • Demonstrated extensive experience in leading and working as part of multi-sectoral / diverse teams to achieve strong strategic and program coherence and performance
  • Knowledge of PPS and private sector engagement
  • Exceptional interpersonal skills with a demonstrated ability to build positive relationships with a range of stakeholders
  • Strong cultural and contextual awareness, preferably in Indonesia or a similar setting
  • Bahasa language skills would be highly advantageous

More about the KOMPAK program
The overarching purpose of this work will be to support the GOI to strengthen the capacity of all levels of Indonesian government and communities for improved services and economic growth. It will support GOI’s long-term goal to be a prosperous and stable Indonesia, in part brought about because communities are active and inclusive, and because the state is capable and responsive to the needs of its citizens.
It is planned that the Program will have three substantive Components to support this long-term goal by contributing to the development of active, inclusive communities and of a capable, responsive state as summarised below, interacting as necessary with sectoral investments under the frontline framework:
(a) Work under Component One 1 will foster active, inclusive communities to support community development in Indonesia;
(b) If implemented under Component Two, AIPD2 would foster a capable, responsive Indonesian state by supporting central and subnational governments for improved public service delivery; and
(c) If implemented under Component Three, NGO support and strengthening would support efforts to foster active, inclusive communities and a capable, responsive Indonesian state.
KOMPAK consolidates and builds on DFAT investments in village empowerment, service delivery governance and civil society strengthening by integrating them into a single structure. It also recognises the importance of local economic growth to poverty reduction.
This integrated structure will: enhance coordination with stakeholders and across the aid program; minimise duplication; maximise value-for-money; and deliver flexible, adaptive and effective activities for strong results. It recognises the value of partnership between DFAT and the private sector to design and implement innovative development solutions.
