International Medical Corps is responding to the humanitarian crisis in West Africa.
JOB SUMMARY
The Deputy Country Director - Program Support is responsible for the operational activities of International Medical Corps' Sierra Leone country team, including Logistics and Security departments, as well as Field Site facilities nation-wide.

To ensure overall quality of programs, it is essential that the minimum standards and best practices are implemented in International Medical Corps projects and country programs.
ESSENTIAL RESPONSIBILITIES
To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation:
  1. Operations Management
    • Assist the Country Director in the overall management of International Medical Corps activities to ensure the effective and efficient use of financial and material resources within the rules and procedures of International Medical Corps and partners
    • Plan, organize, manage and direct the work of the operations department, delegating responsibilities to direct reports
    • Develop and implement standardized processes, systems and procedures in order to ensure the efficient functioning of operations across all field sites.
    • Provide policy guidance and training to all operations staff
    • Represent the organization and liaise with local and national authorities, UN, NGO, and donor agencies to facilitate successful coordination of activities and ensure transparency in the community
    • Prepare monthly operations reports to the Country Director and quarterly and semi-annual reports according to donor requirements and internal procedures
    • Provide technical inputs and assistance to programs with particular reference to financial management and reporting systems
    • Prepare annual work plan and budget that identify key objectives, responsible staff, deliverables and potential roadblocks.
    • Ensure appropriate security procedures, and monitoring, analysis, and reporting systems are functioning in all field sites;
  2. Compliance
    • Develop and implement an Internal Control System to ensure compliance with internal policies and procedures, donor regulations and local laws
    • Monitor, evaluate and report on all operational activities to Country Director
  3. Strategic Planning, Budgeting and Management
    • Assist Country Director in developing and implementing a strategic plan and designing an appropriate organizational structure
    • Lead the preparation of multi-year and annual budgets for the organization
    • Develop and implement tools for sustainable HR management, including HR strategy, national HR policies and procedures, and recruitment and career development for national and expat staff
  4. Human Resources
    • Oversee the recruitment and selection of qualified operations staff, recommend promotions, disciplinary action and termination of staff in consultation with supervisors
    • Collaborate with security officer/CD to maintain security of staff
    • Ensure that appropriate care, training and support are being provided to all staff in the organization
  5. Training/ Capacity Building
    • Determine training needs for operations staff
    • Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs
    • Advocate and plan for professional development for expat and national staff
  6. Representation
    • Act as Officer-in-Charge in the absence of the Country Director
    • Attend and represent the organization at coordination meetings which are relevant to country operations activities, including government and UN cluster meetings
    • Interface with national government and relevant agencies to ensure mutual understanding of operations
    • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors .
Skills & Requirements
• 7 to 10 yrs of progressively responsible operations management experience, in an international NGO setting, including senior, country-level positions.
• Significant experience in managing operations in complex humanitarian emergencies or countries affected by conflict
• Comprehensive knowledge and working experience with grant management for donors such as USAID, EU, DfID and other donors;
• Experience in developing and managing procurement and logistical procedures and policies
• Skills and knowledge in operational sustainability and capacity building
• Strong writing, presentation and reporting skills;
• Demonstrated ability to represent organization in National and Regional-level forums
• Demonstrated ability to develop and stream-line national policies and procedures.
• Knowledge of operational safety and security practices, including developing standard operating procedures, incident tracking, and evacuation protocols.
• Proven capabilities in leadership required
• Strong negotiation, interpersonal and organization skills
• Advanced degree in public health preferred, will consider candidates with commensurate mix of education and senior field experience
• Proficiency with MS Word and Excel (minimum requirement).
• Ability to read, write, analyze and interpret, technical and non-technical in the English language;
• Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and other related regional players
