Position Summary & Responsibilities:

PROGRAM BACKGROUND:
International Medical Corps is responding to the Ebola outbreak in Liberia, Sierra Leone, Guinea, and Mali. The impact of the Ebola epidemic on the social, economic and structural fabric in these countries is already palpable. There are fears of an economic crisis developing due to food price increases and extensive commercial restrictions.
International Medical Corps proposes to have a food security and livelihoods (FSL) coordinator on the ground in Liberia to assess FSL needs and gaps in response, formulate appropriate immediate and long term solutions, develop and implement technically sound and need based programs, and represent International Medical Corps at the relevant Food Security and Livelihoods meetings with governments, UN agencies and NGO meetings.
JOB SUMMARY:
• Conduct initial FSL sector-specific assessments to assess the immediate lifesaving interventions needed (food/cash/vouchers) in addition to the prevention activities ( homestead gardens, animal health, livelihoods interventions, etc) and make technical recommendations for appropriate activities, both for initial disaster response phase as well as the long term needs of communities affected by Ebola directly and indirectly.
• Conduct assessments in the FSL sectors to assess the opportunities for post Ebola interventions; identify funding possibilities; develop technically sound concept notes and proposals to meet the post Ebola needs.
• Establish and manage the implementation of food security and livelihood programs (including school gardens, household backyard gardening, food preservation, cash vouchers and agricultural vouchers)
• Liaise with nutrition and food security partners, district Ebola response centers (if existing), UN and NGO partners to ensure FSL services at community level for EVD survivors and members of quarantine households especially children under five, PLWs, and older populations identified. As appropriate and in support of the country teams, actively represent International Medical Corps in FSL sector technical discussions, and coordination meetings including cluster coordination.
Skills & Requirements:
QUALIFICATIONS:
• BS with 6-8 years of field experience or Master’s degree with 4-6 years of field experience in rural development, agriculture, crop science economics, social development or other relevant fields.
• International experience in food security and livelihoods programs, cash transfers, food/seed voucher programs, and food aid management, including experience in emergency response, recovery, and long term-development following natural and manmade disasters
• Previous experience in West Africa a plus
EXPERIENCE AND KNOWLEDGE REQUIREMENT:
• Knowledge in designing and implementing appropriate and effective safety nets, including cash and/or food transfer programming.
• Familiarity with design and programming processes of different donors especially USAID/FFP
• Skills in technical proposal writing, designing and implementing food security and livelihood programs.
• Must have excellent English written and oral communication skills and the ability to work collaboratively with other departments within International Medical Corps, UN agencies, Ministries, (international), donors, non-governmental organizations, and the private sector.
• Ability to exhibit tact, diplomacy, and resourcefulness in dealing with high level officials from donor agencies, international organizations, and other foreign and domestic government officials and partners.
• Ability to strictly follow rules and regulations especially for security and infection control
• Flexibility, initiative, discretion, ability to work independently with minimal supervision.
• Willingness to travel to remote areas in Liberia to support the set-up of the nutrition programs and conduct monitoring visits.
