National Contracts and Procurement Expert

The overall goal of the National Solid Waste Management Programme (NSWMP) is that the national olid waste management system contributes significantly to the sustainable protection of the environment and climate, the conservation of resources and the reduction of healt-realted hazards for the population in Egypt. The NSWMP includes work at the national, regional and local levels, including financial and technical cooperaiton support to initially four Egyptian Governorates: Qena and Assiut in Upper Egypt, Kafr El Sheikh and Gharbia in the Delta. Through developing a new national SWM policy & legal framework, dedicated institutions and enhanced professional capacity, and new investments in infrastructure and services, the NSWMP will also set SWM as a key entry point for economic development, employment, integration of the informal sector and social participation in the process of planning and implementing public infrastructure and services. One of these is the opportunigy to create business and employment opportunities through ISWM, ie high resource efficient / high employment generating integrated SWM systems.

Qualifications Required Only the experts meeting the set criteria will be shortlisted and contacted.

- MSc in economics/finance/engineering, or equ.
- Good communication skills (fostering cooperation and partnership building)
- Conflict resolution skills
- Familiar with working in international and interdisciplinary teams
- Fluent in Arabic and English in Speaking, Reading and Writing 

Professional Experience Required

- Profound working expertise in the implementation of investment projects in conformance to Egyptian Public Procurement law and international tendering procedures
- Min. 10 years working experience in the field of procurement and conditions of international financing institutions and contractual related issues
- Having worked on Ministerial as well as on Government level
