Redesigning and Operationalization of Organic Waste Biogas Plant in Burao, Somaliland
Background
The UN Joint Programme on Local Governance and Decentralized Service Delivery is a 5 year Programme of ILO, UNCDF, UNDP, UN-HABITAT and UNICEF and in its second phase 2013 - 2017. The Programme is aligned to the national development frameworks and UN programming framework UNSAS 2010 – 2015 outcome that local governance contributes to peace and equitable priority service delivery in selected locations.
Overall objective: Local governance contributes to peace, development and equitable service delivery
Outcome 1: Policy and legal frameworks are improved to enable local governments to deliver equitable services.
Outcome 2: Local government capacity for equitable service delivery is improved.
Outcome 3: Local governments are accountable and responsive to community priorities in providing equitable and sustainable services and promoting local economic development.
To achieve this, the programme outcomes are structured around three mutually reinforcing strategies:
1.Supporting policy and legislative reforms for functional, fiscal and administrative decentralization that clarify and enhance the role of local government, its relationship to central government, and as a means to improve local service delivery:Outcome 1 will focus on policy and legal frameworks across Somalia and is initially designed to address weaknesses in current laws on decentralization in Somaliland and Puntland. These provide an incomplete account of the responsibilities and functions to be devolved to local government, ignore the fiscal implications and lack supporting regulations for implementation. These issues need to be clarified in order to resolve disputes between central line agencies and districts, and to provide a stronger foundation for local governments to move forward;
2.Improving local government capacity for equitable service delivery:Outcome 2 aims to address the weak capacity of most local authorities in Somalia by providing a comprehensive package of training and technical support covering basic elements of local administration. It also seeks to improve coordination between districts and the centre in planning and programming to ensure better consistency and use of resources. A third output is concerned with increasing locally generated revenues and strengthening the role and coverage of the LDF; and,
Improving and expanding the delivery of sustainable services to citizens in an equitable, responsive and socially accountable manner and promoting local economic environment:Outcome 3 focuses on improving the delivery of local services. This is to be achieved by collaborating more closely with central line departments, engaging more directly with non-state providers, and enhancing the accountability of local governments to their constituents. Another element relates to strengthening the local economy, promoting private investment and enterprise, and creating more and better job opportunities.
1.Introduction
Buroa is the capital city of Togdheer region in Somaliland. The city has grown considerably over the last seven years due to the investment made by the diaspora communities and influx of rural communities residing the town. Its population is estimated over 280,000 residents. The geography of Burao has contributed to its economic revival. Livestock being the key sector of the local economy, Buroa constitute regional corridor and market for livestock trading. In 2007, Burao district council, in partnership with development organizations and local traders, opened the Burao meat and produce complex. The livestock sector has since then induced other economic sectors to grow primarily service and small-scale manufacturing.
To improve district business environment, attract more investment and generate better and more jobs for local people, the district council, together with the private sector in Burao, has established local economic development forum with the objective of providing vision and strategic leadership in driving local economic growth and job creation agenda. Local economy assessment were carried out, followed by the development of local economic development strategies articulating strategic areas and priorities for the district. Access to clean, affordable and sustainable energy through domestic biogas production was noted as key instrument which could help in reducing businesses from high costs whilst also reducing the pressure from the environment to hastily degrade, noting the alarming tree cutting rate in the district.
As part of the district LED strategy implementation, the LED forum and the district council decided, in 2013, to support biogas project by using LED funds to pilot this initiative. However, the necessary technical expertise to advance the project into implementation stage ran in short. This engagement is to provide technical expertise in the areas of engineering, technology choice, operationalization and promotion in the implementation of the biogas project by the Burao LED Forum and district in partnership with Burao University.
2.Objective
The overall objective of this initiative is to improve the livelihood of households and reduce the impact of biomass resource depletion through exploiting the market and non-market benefits of domestic biogas digester.
The specific objectives of this project are:-
i. Develop commercially viable and market-oriented domestic biogas sector
ii. introduce two domestic biogas facilities for use by a household and an enterprise
iii. Technical and promotional capacity of biogas developed
3.Scope of the Assignment
The scope of the biogas project is to explore the feasibility of the initiative, test it and promotes for commercialization purposes. The technical expert(s) will have shown advanced to a high level of technical proficiency through extensive and rigorous testing and training. The assignment is both technical and economically oriented.
4.Outline of Activities to be undertaken
Output 1: Assessment of existing biogas designs and installation sites undertaken, specific appropriate technology recommended, two biogas facilities operationalized into full capacity.
Activity 1: undertake technical expert assessment on the existing two biogas plants- one for enterprise, one for household consumption- installation sites, potential risks and mitigation measures.
Activity 2:Develop the relevant design model and construct/modify two biogas facilities transforming them full-fledged functional form
Activity 3: conduct and develop skills training for the staff of the university involved in the biogas development, masons, supervisors, installers and MSMEs
Deliverables
i.Technical expert assessment of the two biogas facilities with findings and recommendations
ii.Fully-functional biogas facilities
iii.On-the-job training given to Burao University team
Output 2: Promotional materials developed, reproduced and distributed to stimulate and inform stakeholders on the benefits and costs of domestic biogas and publicize the programme
Activity 1: Develop promotions action plan for the promotion of the biogas project
Activity 2: Develop biogas promotional and marketing materials including leaflets, posters and other necessary materials
Deliverables
i) Biogas promotion action plan drafted
ii) Promotional materials developed
Target group
The project is a pilot one which has a modest target. The project is designed to explore biogas technology in Burao and test soliciting local demand. The assignment aims at building the capacity of Burao University on testing and commercializing domestic biogas projects. The project also targets one enterprise and one household as key beneficiaries of the project. This initiative also promotes the benefits of domestic biogas. The LED forum and the municipality are the key administrative units whose role is to implement this initiative in partnership with Burao University to scale up in the future.
5.Timeframe
The assignment is expected to commence mid-June, 2015.
6.Reporting
An inception report will be requested from the technical experts to submit to ILO before the commencement of the work, followed by final reports to the ILO Economic Development Technical Adviser copied to ILO JPLG Project Manager.
