Senior Economic Adviser

An important development opportunity has arisen with the Ministry of Finance in Timor-Leste to support research and policy formulation to assist the Government in promoting economic development and poverty reduction.
As the Senior Economic Adviser, the successful candidate will perform the following core duties and responsibilities:
  • Provide advice to Senior Officials on economic policy;
  • Support the Director of Economic Policy in managing the Directorate and AAA Trust Fund;
  • Provide quality control for all economic publications;
  • Oversee the drafting of Budget Book 1 and the MDGs Report;
  • Strengthen the Ministry of Finance’s economic forecasting models;
  • Draft discussion papers, briefing notes and presentations on economic issues;
  • Lead the drafting of joint development partner and government economic reports.
The ideal candidate for this position would possess the following:
  • A post-graduate degree from an internationally well regarded university;
  • At least six (and preferably eight) years experience working as an economist in government or the private sector;
  • At least four years experience working as an economist as an adviser or in-line in a developing country government;
  • Experience in at least two (and preferably four) of the following technical areas: forecasting economic growth, forecasting inflation, government financial statistics, national budgeting and public financial management, fiscal policy analysis, economic activity indexes and tax policy;
  • Proven understanding and practical experience of capacity development modalities in a developing country context;
  • Experience advising senior officials on Economic Policy (desirable);
  • Fluency in English with excellent writing, presentation and communication skills.
The position is full time and is based in Dili for an initial period of one year with possibility of extension.
