Chief of party

Chemonics seeks a chief of party for the anticipated USAID/Mali Peace and Security/Countering Violent Extremism activity. Subject to dynamics on the ground, this five-year program will build on USAID/OTI Mali Transition Initiative's activities that supported broad-based, inclusive, and participatory democratic processes. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:
  • Provide vision and strategy for the implementation and direction of all project activities
  • Serve as the project's primary liaison with USAID, international and regional partners, and host-country government officials
  • Act as primary liaison with Chemonics' Washington, D.C. office in technical and managerial matters
  • Supervise project technical and administrative staff, including the deputy chief of party and technical leads, ensuring staff are successfully managing project activities and operations
  • Work with government counterparts in defining project activities and targets, and ensure close collaboration
  • Oversee annual project work planning and establish procedures to measure the project's progress against the work plan
  • Ensure compliance with the goals set in the contract and with USAID regulations and Chemonics policies and systems
  • Conduct monthly and quarterly meetings and workshops with the technical teams and participating organizations for coordination purposes
  • Participate in regular project evaluations to assess progress and recommend solutions
  • Represent the project at periodic meetings with stakeholders to report on planned activities and actions, including implementation status
Qualifications: 
  • Relevant work experience, including experience with a donor, contractor or international NGO managing an office or program with demonstrated supervisory experience
  • University degree in relevant field highly desired
  • A minimum of eight years of experience with complex, fast paced, and challenging field operations in developing countries
  • A least two years of experience working on a program countering violent extremism is highly desirable but not required
  • Demonstrated experience with activity design, development, and implementation in a post-conflict and/or transition setting
  • Experience working in developing countries is required, preferably in a fragile or transitional state environment or security-challenged environments
  • Experience in hiring and supervising host country local personnel, and ensuring, when the need arises, that they secure necessary training required to meet program needs
  • Experience in financial management, including budgeting; financial management (tracking, reporting and accounting); and procurement
  • Demonstrated leadership, versatility, and integrity
  • Fluency in written and oral English and French is required
