The Foundation seeks to recruit a Director, Finance and Administration who will report to the Executive Secretary. The incumbent will be required to administer and manage all financial aspects of the Foundation and provide leadership to the department in the following focus areas:
  • Financial accounting, budgeting functions, monitoring effectiveness of controls and performance against budget and control systems, assessing financial implications of key opportunities and decisions; timely preparation and submission of financial statements and reports to the Executive Board.
  • Managing procurement and administration functions, effective delivery of services to the Foundation and ACBF’s projects, overseeing administrative policies and guidelines.
The specific responsibilities of the Director will include, but are not limited to:
Key Duties and Responsibilities:
1. Financial leadership and guidance
  • Provide overall leadership and supervision to the staff of Finance and Administration department ensuring that the Finance, Risk Management, Administration and procurement functions are delivered effectively in line with the established policies and guidelines. Responsible for the interpretation and application of Financial Rules & Regulations and initiation of review of financial rules and regulations of the Foundation. Monitors budget implementation and its performance with operating plans and standards.
  • Lead and provide the financial strategic support to the department and corporate annual business planning process, budgeting in collaboration with other departments ensuring the proper focused and well-informed short-term and long-tern financial planning and effective reporting. Provide guidance on utilization of funds to ensure optimal allocation of financial resources and provides investment advice to the Executive Secretary of the Foundation.
  • Ensure timely preparation and administration and control of the Foundation’s budget, allocation of relevant resources and submission of the corporate budget to the Executive Board through the Executive Secretary for approval and provide on-going monitoring of the budget. Prepare progress and annual reports and coordinate implementation of Executive Board decisions related to financial management.
  • Coordinate briefings with external and internal auditors; review status of findings, recommendations and provide responses to audit observations and management letters.  Lead the implementation of recommended action steps.
  • Assist the Executive Secretary in Resource Mobilization activities for the Foundation.
2. Procurement function
  • Oversee the effective delivery of the procurement function at the Foundation and its projects ensuring that acquisitions plans are in place and properly laid out in accordance with all financial and procurement guidelines.
  • Oversee the implementation and compliance issues of procurement policies and guidelines.
3. Administration function
  • Oversee the effective functioning and delivery of the general administrative services including security, travel operations, central registry and office management of the Foundation.
  •  Ensure that Foundation’s security plan and execution strategy is in line with the established security standards and protocols.
SELECTION CRITERIA
Selection will be on a competitive basis and the following minimum qualifications, experience and competencies are required:
Education:  Advanced University degree (Masters) in Accounting, Financial Management, or a directly related field. Valid professional certification such as CPA, ACCA or CIMA is a mandatory requirement.  Knowledge of International Financial Reporting Standards (IFRS) and/or IPSAS is required.
Experience:  Minimum 10 years relevant experience, 5 years of which should be in a leadership position with an international, regional, multi-lateral or similar organization; extensive experience in financial control, risk management, utilisation of an accounting system and corporate administration.  Strong analytical and financial modelling skills are required; hands-on experience managing and leading cross-functional teams is required.  Experience in Resource Mobilisation would be an added advantage.
Language proficiency: Excellent knowledge of English Language.  Working knowledge of French would be an added advantage.

  • Competent in the Microsoft Office software (Word, Excel, Access and Power Point) and working knowledge of the SUN Accounting system (SUN) or a similar system is highly required.
