Purpose of the Position
The overall responsibility of the Procurement Specialist is to provide a professional procurement oversight service to the procurement functions at the Foundation and to ACBF project portfolio; ensuring that ACBF procurement policies and operating procedures are followed in the purchasing of quality assured goods and services to target timescales and at a competitive prices.
Duties and Responsibilities
1. Effectively manage and ensure operation of the procurement functions at the Foundation, procurement oversight services to the ACBF project portfolio and effectively implement ACBF Corporate procurement planning and processes.
2. Provide procurement support and oversight services for the ACBF project portfolio including but not limited to:
i. Conducting project procurement appraisals, and submit project procurement capacity reports for input into Project Appraisal Document, including providing procurement input during grant negotiations on the conditions and procedures for recruitment of personnel and acquisition of goods and services required for projects financed by ACBF. Provide procurement oversight and advice and training to projects in line with ACBF Operational Guidelines and procurement policies and procedures.
ii. In liaison with Operation departments, participate in the design, processing, administration, and evaluation of projects with emphasis on all procurement aspects.
iii. Provide guidance to projects in developing their procurement plans and processes.
iv. Maintain and update the project Procurement Dashboard of all active ACBF grantees.
v. Undertake project supervision missions and project to ensure compliance with grant agreements clauses on ACBF procurement procedures.
vi. Oversee the annual procurement planning process ensuring timely delivery and monitoring implementation of the plan.
3. Oversee the formulation and review of the procurement manual, policy and procedures to guide the Secretariat and its projects. Undertake periodic review of the Foundations Procurement Manuals and procedures to ensure relevance to Foundations objectives. In addition prepare a range of procurement-related documents and reports.
4. Review project procurement requests/submissions to engage suppliers, service providers and consultants under ACBF grants.
5. In consultation with Legal Affairs Department review and handle the technical, commercial and legal aspects of procurement at all stages of the project cycle, to include analysis of systematic and other procurement issues, procurement planning, design, implementation and management, and training and provide advice on legal aspects of procurement as may be required.
6. Undertake any other procurement duties that may be required by the Foundation.
Selection Criteria
Selection will be on a competitive basis and the following minimum qualifications, experience and competencies are required:
Desired Qualifications and Experience
Education:
An advanced degree in business administration, finance, or any other relevant field from a recognized university. Internationally recognized Procurement Certification is required.
Required Experience:
- A minimum of six years in a similar position, preferable with exposure to procurement for multilateral donor programs or projects. Procurement experience in regional or international organizations, Non-Profit Organizations is highly advantageous.
- Solid knowledge of contract management, state-of-the-art knowledge of procurement concepts, principles and practices is highly desirable.
Language proficiency:
Excellent knowledge of English Language. Working knowledge of French would be an added advantage.
