OVERVIEW OF THE POSITION
In order to reduce significantly human losses, our client purchased a radar-based system capable of warning the personnel a few seconds before the impact of RAM (Rocket, Artillery, and Mortar).
In order to ensure a better monitoring of the systems deployed or to be deployed, maintenance and mentorship service is required to be provided by two specialists.
The Electronics and Communications Systems/Radar Specialist is responsible for Servicing, Repairs, Installation and Troubleshooting of the system as per the vendor’s instructions. The position directly interfaces with our clients Chief of Operations but also with the vendor for technical issues. The specialist will be appointed to our client’s compound which requires the ability to work with people in a remote location.
GENERAL FUNCTIONS
Role objective:
Under the overall guidance and supervision of our clients Chief of Operations, the Electronics and Communications Systems/Radar Specialist is responsible for the following:
Maintenance:
• The specialist will ensure the provision of technical assistance to our client in the installation or move of the system.
• The specialist will be responsible to ensure the provision of servicing schedule of the system, identification of failure reported by the system, solving, repairing or if not possible, escalation to the provider’s technical services. Therefore he will maintain a technical link with the provider.
• The specialist will inform our clients Chief of Operations as well as vendor’s support team if required of potential hardware/software problems so that service layer may be maintained at specified level.
• The specialist will perform basic checks, preventive maintenance functions, incident management, troubleshooting and service restoration activities as directed by the vendor (if required).
• The specialist will ensure first and second levels of maintenance of the system (delivery and replacement of deteriorated or broken equipment) with the support of Our Clients operators and CITS trained personnel.
• The specialist will ensure the management of spare parts stock and identification of required spare parts.
Expected output:
• The specialist will be responsible to provide permanent advice and mentorship to our clients operators. It means that each time operators have difficulties or are unable to operate or identify the failure in the system, this specialist will support.
• The specialist will ensure all relevant information is captured and communicated during handover of operators.
• The specialist will report to our clients Chief of Operations on a weekly basis on the status of the systems and immediately in case of failure.
• The specialist will provide training/education to our client’s operators when rotation of personnel occurs.
• The contract holder may be eligible to attend a technical course provided by the vendor (English).

ESSENTIAL EXPERIENCE
Education:
§ Master’s degree in Electronics and Communications or Data Processing Management.
Work experience:
§ Minimum of 7 years of demonstrable relevant Telecommunications experience.
Geographical experience:
§ Experience in Africa with local experience in Mali is an advantage.
Languages:
§ Fluency in French is essential and Intermediate English
Key competencies:
Strong written and spoken communications skills, reporting, ability to communicated with vendors and other external parties;
Basic knowledge of Radio Transmission technologies;
Excellent knowledge of Windows Operating Systems (MS Windows 7, MS Windows 8.1) including Internet browsers, Microsoft Office, Microsoft Outlook;
Proven knowledge of Computer troubleshooting techniques and Software troubleshooting steps;
Basic Networking knowledge (Crimping, IP/TCP Protocol);
Proven experience in using electronic equipment;
Experienced using hand tools and small power tools;
Be able to read and understand technical drawings, datasheets, and written work instructions.
Two (02) years of relevant experience as a radar operator or a radar maintenance technician.
Ability to work internationally in a multi-cultural context and environment including harsh living conditions.
