NUTRITION & HEALTH HEAD OF DEPARTMENT - LIBERIA

We are looking for:
A NUTRITION & HEALTH HEAD OF DEPARTMENT
Work Context:** ACF Liberia's Nutrition projects are currently implemented in three counties: Montserrado, Bomi and Grand Cape Mount Counties, with a new project starting in Gbarpolu county. All are directly supporting government county-level health teams in implementing Integrated Management of Acute Malnutrition (IMAM), with the strong backing from UNICEF. The mission will also be starting a new Research project: a biomedical investigation for optimized diagnosis and monitoring of severe acute malnutrition.
The mission has recently re-structured the Nutrition department due to an expansion in the program and now comprises of a total of 15-20 staff. The Nutrition and Health Head of Department will be functionally managing the Program Managers (PMs) based in the field but will be directly line managing the PM in Montserrado County. S/he will also have a Deputy HoD who has been tasked with support in quality monitoring.
The security situation in the implementing counties is good. Ebola in the country is now considered low risk. There are limited and sporadic new cases a couple of times per year, which are well managed and contained.
Country: LIBERIA – Monrovia (with frequent travel to Bomi, Grant Cape Mount and Gbarpolu Counties)**
Length of Contract: 6 months starting the 1st of July 2016**
The Position: Under the supervision of the Country Director or the Deputy Country Director, you will be responsible to act as the lead focal person for Nutrition and Health on the mission, ensuring the quality, coherence and relevance of ACF’s Nutrition and Health strategy and implementation in conformity with ACF’s Mission Strategy, ISP 2020, international and national standards, guidelines and policies. More precisely, you will in charge to:**
Contribute towards the definition and orientation of the Mission strategy, with a specific focus on Nutrition and Health positioning, and support funding initiatives.
  • Define and orient Nutrition and Health positioning in the country
  • Take a co-leading role, together with the Country Director, in security funding for Nutrition and Health programming through the sourcing and analysis of donor opportunities
  • Develop Nutrition and Health proposals and concept notes in accordance with donor requirements and aligned with the Mission strategy. Ensure budget coherence and suitability in program design, supporting Finance, HR and Logistics Departments in the budget design process.
Oversee the quality, coherence and relevance of ACF Nutrition and Health program interventions in Liberia.
  • Oversee the Monitoring and Evaluation of the mission’s Nutrition and Health projects
  • Develop solutions to technical and operational problems arising from implementation of Nutrition and Health programs
  • Sensitize implementing teams on national and international standards and best practices, ensuring that teams are aware of evolving national protocols and regulations.
  • Keep abreast of the overall Liberian context and Nutrition and Health-specific developments, tailoring existing interventions and designing new projects that take into consideration contextual changes.
Ensure the active participation of ACF in national sectorial coordination and technical forums as well as representation towards partners.
  • Ensure representation at all Nutrition and Health-related external meetings in particular the Nutrition Division and Health NGOs meeting.
  • Ensure participation at external meetings and national technical working groups, in particular with regards to discussing Nutrition standards, protocols, guidelines and best-practices, in collaboration with the Nutrition Division, UNICEF and external partners.
  • Develop, maintain and manage strategic partnerships with Nutrition and Health actors, supporting in capacity building processes and a participatory approach in design and implementation.
Act as the overall reference point for Nutrition and Health on the mission ensuring knowledge management and technical inputs.
  • Provide Nutrition and Health technical review, editing and input on all relevant internal and external reports
  • Provide Nutrition and Health technical assistance to other mission Departments in Liberia
Support implementing teams and manage human resources.
  • Participate in the sourcing, recruitment, training and orientation of new Nutrition and Health staff.
  • Identify technical training needs of the team and ensure adequate and timely provision of identified trainings, taking into account recommendations from performance appraisals.
  • Support the implementation teams through mentoring, technical backstopping and frequent monitoring of performances
  • Organize, facilitate and animate Nutrition and Health team meetings
Recommend and support in any mission emergency medical issue, including evacuation, and provide general support in the administration of health related issues for national and expatriate staff.
  • Provide recommendations to the Country Director on any emergency medical issue as per and in accordance with, ACF protocols and procedures.
  • Support the Country Director, Logistics HoD and HR HoD in the medical evacuation of staff.
  • Support the Country Director and HR in the identification, evaluation and recommendations on health facilities and services as well as first aid kits for both national and expatriate staff.
The Applicant: You hold a Master degree in Nutrition or Public Health and have a minimum of two years field experience in coordination positions, with an NGO, on preventing malnutrition programmes.
You have also a proven experience in building positive working relationships with UN agencies (Unicef in particular), donor representatives, consortium partners and government officials (MoH). A strong motivation for capacity building of Government line ministries on management of malnutrition, as well as for working closely with national teams will be required. Experiences of writing proposals, leading on sourcing of new funding and developing coherent and contextualized Nutrition Strategies will be necessary. Recognized for your excellent diplomacy, organisational, communication and representation skills, you have also developed good team management skills.
Fluency in English (oral and written) is compulsory.

Gross monthly salary ranging from €1805 to €2305 depending on relevant experience
Food and hygiene expenses, per diem, transportation costs, collective or individual accommodation, medical insurance
25 days of annual paid leaves and 20 days of rest and recuperation (R&R) per year
