Country Finance & Administration Manager, Ethiopia Country Program

PATH is seeking to hire a Country Finance & Administration Manager, to manage financial and administrative activities for Ethiopia Country Program. The Finance & Administration Manager will work under the direction of the Country Director and work closely with PATH headquarters teams in Seattle and Washington, D.C. to establish office systems and ensure that PATH policies and procedures are followed by the country office. The  Finance & Administration Manager will be based in Addis AbabaEthiopia.

Specific duties and Responsibilities:

  • Serve as member of the Senior management team and provide leadership to staff across all teams and to PATH colleagues across the globe who are operating or seeking to build business in Ethiopia.
  • Maintain bank accounts for country operations, act as primary liaison with banks, and reconcile bank accounts and petty cash monthly.
  • Participate in development of grant proposals and coordinate donor visits.
  • Develop annual country program overhead and facilities budgets in collaboration with Country Director and headquarters.  
  • Ensure that all financial transactions are properly authorized and documented and recorded accurately in the financial system (QuickBooks). 
  • Prepare monthly financial reports for submission to the International Accounting Team in Seattle. 
  • Submit quarterly requests for operating funds to the International Accounting Team in Seattle and manage bank balances to ensure adequate funds are available. 
  • Liaise with local accounting/legal firm(s) as required regarding auditing, office registration and tax exempt status; track annual registration renewals and tax requirements; and maintain office registration and required employment documentation.
  • Liaise with landlords and service providers for electric, telephone, internet, water, security, cleaning and other services and ensure proper maintenance of all facilities. 
  • Identify vendors and consultants and manage their agreements in accordance with PATH policies. 
  • Manage administrative support needs of the office, such as organizing meetings, purchasing equipment, etc. 
  • Manage expenditures against the overhead and facilities budgets. Inform Country Director monthly of all current or anticipated budget variances. 
  • Ensure domestic and international travel arrangements for staff and visitors are supported adequately and travel expense reports are processed accurately on a timely basis. 
  • Manage employment activities including recruiting, new employee orientation, disciplinary matters, payroll, and local employee benefit plans, in collaboration with Human Resources. 
  • Ensure compliance with all relevant local laws and regulations, including those regarding labor, taxes, and registration. 
  • Ensure compliance with all financial and taxation laws, such as income tax, withholding tax, social security, monthly and quarterly returns. 
  • Monitor all PATH resources and equipment such as office space, equipment and personnel, and ensure that all resources are in good order and adequate for smooth running of the country program.
  • Develop, implement and maintain office systems in accordance with PATH policies and procedures, donor requirements, and government requirements for the following:  Finance including banking, petty cash and reporting, Travel management, Payroll and related taxes, Employee time tracking, Employee benefits, Government-required reporting, Paper and electronic files, Facilities management, Vehicle management, Equipment management, Contract management and General office management.

  • Ability to deliver minutes, reports within set deadlines.
  • Excellent oral and written communication skills in English. 
  • Keen to detail, ability to multitask and prioritize competitively. 
  • Proficiency with Outlook, Word, Excel and accounting software, QuickBooks is a must. 
  • Ability to identify, address and resolve problems independently and in collaboration with headquarters. 
  • Working knowledge of US Government (USAID) and other international donor contracting highly desirable. 
Required Experience

Master's degree in Business Administration, Accounting, or Finance plus a minimum of ten (10) years experience in financial management and administration, three (3) years being in a supervisory position, handling grants and contracts in an international organization; or an equivalent combination of education and experience. Previous experience with INGO's preferred.
