Regional Finance Manager, Africa (Location TBD)
The Regional Finance Manager will provide support to the AV field accounting and finance units, and will also provide support on field related issues to HQ and assist in the AV annual audit. On occasion, the RFM may be called upon to conducted compliance reviews of field offices. The RFM will assist and train field offices in the areas of accounting, month end reporting, banking and cash management, payroll administration, local taxation, internal budgeting and ethics, ensuring that all accounting systems are in compliance with the company policy and the local regulations. The RFM will also monitor field office operations and ensure assigned field offices are following AV internal control procedures.
Using the assessments from the RCSU, the RFM will work with the field office accounting and finance teams to provide training or assist in implementing compliance recommendations. Additionally, the RFM may assist field offices with reconciliations of advances, VAT reporting and other items identified in the compliance reviews or by the HQ finance and accounting team. The RFM will provide accounting and finance support at the startup and during the close out of projects and may provide financial management backstopping support to field offices as needed due to staff shortages. The RFM may be called upon to assist field offices with subrecipient pre-award surveys and monitoring plans.
As a part of the regional team, the RFM will assist in developing policies and procedures for the regional unit, setting up regional team members with Prepaid Travel Cards, and overseeing the regional budget.
Approximately 30-50% travel is anticipated
Qualifications/Requirements:
The requirements listed below are representative of the knowledge, skill, and/or ability required to successfully perform the RFM duties:
- Minimum of ten years of progressive experience, including overseas work, in accounting.
- Experience working with a US organization, including knowledge of USAID regulations, systems and procedures for managing complex grants programs with many sites, partners and customers.
- Advanced degree in accounting, finance, economics or other related field.
- Professional accounting certification preferred.
- Good analytical skills.
- Excellent communication, skills are required. Strong verbal, communication, and written skills in English are required. Fluency in Spanish or French is preferred.
- Experience with multi-media applications, Accounting Software packages, Power Point, Excel, and other Microsoft programs.
- Ability and willingness to travel at short notice.
- Good interpersonal skills and ability to work across diverse cultures and personalities.
- Ability to work independently and as part of a team in a fast-paced environment.
