This is a Technical Cooperation position Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General. In order to support the best informed process in the filling of the present vacancy by direct selection, the ILO invites interested candidates to submit their curriculum vitae online by the above date (midnight Geneva time). Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A seven-month short-term contract at the P4 grade will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance. | INTRODUCTION The International Labour Organization (ILO) is the UN agency for the world of work. It sets international labor standards, promotes labor rights and the creation of decent jobs, improves social protection and strengthens dialogue on work-related issues. The ILO has a unique structure which brings together representatives of governments, employers and workers. The ILO Office for the Maghreb countries in Algiers is looking for a Project Manager to manage a project in Algeria called "Skills and employment promotion for university graduates to ease graduate unemployment". This project aims to reduce skills mismatch by enhancing employability skills of students and graduates, in particular job search and entrepreneurial skills, by building the capacity of key governmental labour market actors such as ANEM, CNAC and ANSEJ, and of universities to strengthen their links with enterprises, and by reducing the skills mismatch between skills of graduates and labour market requirements. The central objective of the project is three-fold: - Outcome 1: University students and unemployed graduates enhance job search, core employability, and entrepreneurial skills - Outcome 2: Skills mismatch reduces between higher education and labour market needs - Outcome 3: Support institutions for labour market insertion of university graduates become more effective In order to reach these outcomes, a distinction can be made between: - A. Measures with a short-term impact, focused on retraining graduates, on strengthening their knowledge on job search techniques and entrepreneurship, and their access to internships. - B. Measures with a medium-term impact which are initiated as part of this project and include technical support to assessing existing active labour market programmes with a view to making them more effective, improving analysis of labour market information and students' vocational guidance and career education, and building capacity of institutions that support labour market integration of university graduates. Within the policy and procedural requirements established by the ILO and the Project, the Chief Technical Advisor (CTA) will be responsible for the day-to-day management of the project implementation and provide technical advisory services towards the development and execution of any future projects to be developed in the project sector. He/she will ensure that the objectives stated in the project document are attained within the stated time frame and budget and ensure compliance with the ILO and the project's/ financial and operating procedures. The incumbent will promote ILO policies in the project related technical areas. The incumbent will liaise and work under direct supervision of the Director of the ILO Office for the Maghreb countries in Algiers and will receive technical guidance, support and collaboration from relevant technical specialists in the Decent Work Team in Cairo and from headquarters. He/She will also oversee the work of Admin and other support staff of the project, national officers and any other international and local consultant hired during the course of the project. | |
| Description of Duties Project management: 1. Ensure effective implementation of the project through timely provision of inputs, timely and efficient delivery of outputs, and planning, control, monitoring and evaluation of the project activities, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and country/action programs, and administrative and financial procedures in consultation with the responsible field office if applicable. 2. Responsible for the effective management of funds/budget assigned to the project. 3. Manage efficiently the human resources of the project including recruitment, performance and talent management aspects. Technical leadership and advice: 4. Provide secretariat and technical support to relevant government agencies and other key institutions, in undertaking their advisory responsibilities under the project. Advocacy, networking and partnership: 5. Strengthen relationship to cooperate and coordinate with the concerned governments, ministries and the employers' and workers' organizations, non-governmental organizations, the target groups and the donors, in the planning and implementation of activities under the project. 6. Liaise with other UN agencies counterparts to promote ILO's values, increase the project's visibility and facilitate the scaling-up of the project's interventions. 7. Promote ILO policies in the related technical areas of the project/program, other fundamental rights at work and the relevant International Labour Standards in collaboration with other technical/labour standards specialists. Mobilization of resources: 8. Undertake local resource mobilization activities with multi-lateral and bilateral donor community for the development of future activities linked to the project/programme in coordination with the responsible Country Office and PARDEV. Knowledge management: 9. Write and disseminate information materials on project in close collaboration with other relevant technical specialists at the HQ. 10. Ensure the development of information systems covering ILO technical activities covered by the project, prepare periodic and ad hoc reports on the status of program planning and implementation, and establish coordination with concerned ILO departments and programs. 11. Identify training needs and organize training workshops and meetings for the tripartite partners, NGOs, other agencies, target groups and staff as appropriate to reinforce the professional capabilities. 12. Organize meetings and seminars, and develop knowledge sharing tools designed to forge partnerships, share good practices with the main stakeholders of the project. . 13. | Required Qualifications | |
| Education Advanced university degree with relevant experience in economics, management, social science or a related field. | |
| Experience Seven years' experience in the management of technical cooperation activities in a senior level position, of which at least three years at the international level, this includes field experience in leadership role in implementation of projects, preferably in the fields of skills development, employability, active labour market programs and entrepreneurship. Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and/or education would be an advantage. | |
