Reference: “Support to Civil Code – Phase 2”

The Bureau for Institutional Reform and Democracy – BiRD, is currently accepting applications for aTeam Leader / Civil Law Expert as part of a long-term EU-funded project in Kosovo entitled Support to Civil Code – Phase 2.
The overall objective of the project is to improve the standards of the Judiciary sector in Kosovo. The purpose of this contract is to continue EU support to the modernization and harmonisation of the legal framework on civil matters in line with Acquis, European standards and international best practices and support implementation of a new Civil Code. The project will cover the entire territory of Kosovo.
The Team Leader shall also be in charge of contacts and communication with the beneficiary representatives, stakeholders and the contracting authority and for communication and negotiation with all key stakeholders.
Key expert 1: Team Leader / Civil Law Expert (estimated 600 days)
Qualifications and skills
· A Bachelor‘s or equivalent degree in Law. A Master and/or PhD in Law is considered as an advantage.
· Excellent drafting skills in English.
· Knowledge of local languages is considered an advantage.
General professional experience
- Minimum 10 years, preferably 15 years of professional experience as lawyer, legal professional or judge/prosecutor.
Specific professional experience
· Experience in leading teams (a duration of at least 6 months) gained in the public or private sector or in donor-funded projects in at least 1 and preferably 3 contracts in justice sector reforms.
· Working experience in at least 1 and preferably 3 donor funded projects (a duration of at least 6 months) supporting civil legislation reform.
The project office will be located in Pristina, Kosovo.
The intended start date is early 2017 and the period of implementation of the contract will be 36 months from this date.
The experts are expected to work at least 95% of their allocated time in the beneficiary country.
All experts must be independent and free from conflicts of interest in the responsibilities they take on.
