DURATION: 3 months
LOCATION: Banjul, The Gambia
The United Nations Children’s Fund (UNICEF) is mandated by the United Nations General Assembly to advocate for the protection of children’s rights, to help meet their basic needs and to expand their opportunities to reach their full potential. 2. PURPOSE OF THE JOB
Under the general guidance of the Social Policy Specialist (P3), the Social Protection (SP) Specialist is accountable for designing a cash transfer programme and developing methodological guidance for the implementation of the Cash Transfer programme “Building Resilience through Social Transfers for nutrition security in the Gambia (BReST)” funded by an EU Grant.
The programme will be implemented through a UNICEF partnership with the National Nutrition Agency (NaNA) and will last a total of 2.5 years (2016-2018, with 2 years of household payments plus a half year for set-up and evaluation time). The NaNA will be the major implementing agency and accountable for overall implementation of the programme. The NaNA will be partnering with the Department of Social Welfare (DSW) of the Ministry of Health and Social Welfare (MoHSW) given its important role in promoting social protection policy. A Project Implementation Committee (PIC) will be set up under NaNA including respective experts from the DSW.
Although the project will be mainly implemented by the NaNA it will require close partnership with the DSW at national and regional levels. Therefore the CT Specialist will also work closely with the DSW in the implementation of some components of the BReST.
The purpose of the job is to finalize the design and initiate implementation of the project, in close collaboration with national staff to be recruited. The post holder will work closely with the national staff member to ensure continuity from the outset.
