Presidency Council Coordinator

Overview of position:
Libya is experiencing significant political conflict, insecurity and economic challenges five years after the 17 February 2011 Revolution. The Government of National Accord (GNA) is facing a set of daunting political, security and economic challenges. To mitigate against political polarization, violence and the threat of terrorism, tangible improvements that positively impact the livelihoods of the Libyan population are urgently needed.
With an institutional apparatus that has been eroded for over four decades the support of the international community is vital for the government to successfully meet the expectations of the public.
Over the past five years the international community has supported Libya to rebuild its country and ease the hardship of the population.
To further improve development outcomes and effectiveness the Prime Minister has decided to establish a Prime Minister’s Delivery Unit (PMDU). The PMDU will be a small and flexible entity that will focus on the implementation and delivery of top policy priorities. Specifically, the PMDU is anticipated to:
  • Provide a mechanism for “rapid response” that will help advance suddenly emerging policy opportunities.
  • Improve the review and monitoring of progress and achievements in priority sectors and projects.
  • Effectively hold Ministers and senior officials to account for delivering the government's key priorities.
  • Communicating the government’s delivery priorities and achievements.
    In order to realize the above objective, the United Nations Development Program (UNDP) has been tasked to assist the Office of the Prime Minister to establish and populate the Unit by recruiting required technical expertise.
Role objectives:
  • The overall responsibility of the PMDU Presidency Council Coordinator (PC) will be to provide support to the Prime Minister in securing wider political buy-in, agreement and visibility on PMDU priorities and achievements, especially in the PC. Specifically, the PMDU PC Coordinator will:
  • Establish a coordination mechanism to foster a harmonious working relationship between the PMDU and the PC, including resolving areas of disagreement, when required
  • Assist the Prime Minister arrive at a consensus on development priorities with representatives in the PC to ensure that the delivery of the Prime Minister’s priorities are clearly understood and consistently communicated to other entities of the government machinery and public sector agencies.
  • Organize bi-monthly round table discussions between PMDU representatives and the PC to provide regularized updates on PMDU achievements, challenges and delivery targets
  • Actively foster a strengthening of the relationship between the PC and House of Representative (HoR) to stimulate confidence building and trust, while minimizing the risk of misunderstanding and resentment.
  • Facilitate dialogues and conversations between the PMDU/PC and other sovereign institutions such as the Central Bank, Libya Investment Authority (LIA), National Oil Corporation (NoC) etc.
  • Provide inputs to assist the PMDU Coordinator to liaise with the Technical Assistance Coordination Unit at the Ministry of Planning (MoP).
  • Produce a monthly delivery report on how the Prime Minister is securing wider political buy-in, agreement and visibility on PMDU priorities and achievements with the PC, which will:
  • Provide a succinct update on progress against key priorities over the reporting period
  • Clarify and highlight anticipated achievements for key PMDU-PC coordination and collaboration priorities over the coming month.
Expected output:
  • Day to day oversight and supervision of the PMDU Presidency Council Coordinator will be carried out by the PMDU Coordinator. The PMDU Presidency Council Coordinator will submit end of monthly progress reports with detailed time sheets, as well as end of mission progress report following completion of the assignment to the PMDU Coordinator and the Project Manager, UNDP Political Dialogue project.
  • The coordination mechanism to foster a harmonious working relationship between the PMDU and the PC, submitted to the PMDU Coordinator for approval.
  • The monthly delivery report is completed and submitted to the PMDU Coordinator for approval.
  • A final report that outlines progress against key priorities over the period of the assignment with challenges and lessons learnt for the PMDU-PC coordination and collaboration efforts, completed and submitted to the PMDU Coordinator for approval.
Project reporting:
This roles reports to PMDU Coordinator.
Key competencies:
  • Advanced university degree in social sciences, economics, law, international relations or a related field.
  • A minimum of 15 years relevant work experience in the areas of high level policy provision and coordination of development projects.
  • Strong experience with demonstrated track record in providing policy and programmatic advice to governments in crisis and post-conflict situations, preferably in Libya.
  • Experience and/or familiarity with negotiations and consensus building at a high political level.
  • Experience liaising with and coordinating international development work among bilateral and multilateral donors an advantage.
  • Fluency in Arabic a must, strong knowledge of English a distinct advantage.
Team management:
This role does not have team management responsibility.
