Purpose of the Assignment
UNICEF Rwanda has experienced a growing demand for communication that includes internal planning and monitoring requirements, especially linked to the upcoming UNDAP as well as materials for external use to inform donors and visitors, advocate for children's issues, and raise resources.
To respond to this increased demand the office has identified an imminent need for dedicated support for the compilation and quality control of both internal and external communications for the Representative, Dy. Representative and CAP section. A good writer and editor is sought, who has strong experience in developing communication material that can clearly convey the programme work of UNICEF Rwanda and facilitate a broad range of partnerships. In addition, the consultant will ensure coordination and consistency of donor related messaging and documentation of UNICEF's programmes among other assignments.
UNICEF Rwanda has still an increasing number of related publications and documents for which the consultancy is required for extension. Many of the major tasks and responsibilities are the same as in the previous contract i.e. a) Support the Representative's Office and CAP as directed in producing, reviewing and editing concept notes and donor reports, b) review and support the development of major documents, publications, Situation Analysis, c) create, review and edit, in close collaboration with programme sections, communication products that describe priority areas, project proposals, Power Point presentations, planning documents, briefing notes, and correspondence d) prepare programme-related overview briefs, including preparation of written, tabular and visual materials and e) support development of human interest stories and other external communication products as needed.

Qualifications of Successful Candidate
Education :
University degree in Communication or Social Sciences.
Years of relevant experience
Familiarity with development issues and the situation in Rwanda. At least two years of proven experience of in producing content for communication materials, proposals and report writing in the development context is required. Communication experience working with UN agencies and in Rwanda is desired.
Excellent command of written and spoken English is required. Kinyarwanda is a valuable asset.
Supervision
Day to day work will be under the guidance of the Chief of Communications, Advocacy and Partnerships, in close coordination with the Representative's office.
Payment schedule
Monthly payment will be made upon submission of monthly reports/a deliverable.
General conditions: procedures and logistics:
The consultant will be provided office computer and access to LAN for photo and video database will be provided as and when required. Desk and workplace will be provided by UNICEF. In case of travel, UNICEF will be responsible for all travel arrangement, all applicable DSA and vehicles upon prior agreement of the field schedule.
For approved in-country field trips, the consultant's field travel will be authorized by supervisor and reimbursed based on incurred out of pocket expenses associated with the travel and not exceeding DSA prevailing UN rate. The claim will be based on submitted voucher (with receipts as supporting documents) approved by supervisor. As a non-staff, the contractor will not be issued a Travel Authorization.
