Country Program Manager

VACANCY ANNOUNCEMENT
BACKGROUND
Medical Assistance Program International-Liberia (MAP–LIBERIA) is recruiting for a dynamic, results-oriented, professional, and experienced Liberian for the position of Country Program Manager.
MAP is a United States founded Christian international charity organization serving over 100 countries around the world, including Liberia. MAP-Liberia is a community health and development organization.
Position Description
1. Country Program Manager
The Program Manager shall be responsible for two key areas of development: 1) to steer all MAP programs and operations in Liberia, providing supportive supervision to all staffs through direct supervision of the Finance and Administrative, and Project Officers and 2) transfer of the office from an international to a locally registered entity. The position reports directly to the Global Programs Manager of the MAP International US office.
Duties and Responsibilities:
Country Office Management
  • Serve as MAP –Liberia’s point of contact and coordinate all programs, country plans, programmatic issues, and other cross-cutting areas where appropriate
  • Ensure programmatic and financial compliance of field programs; including projects start-up, agreements, budget oversights, compliance with monitoring and evaluation and donors’ standards including periodic site visits
  • Supervise the day-by-day operations of the Project Officer and the Administrative Office, with trigger down effect to all MAP staffs
  • Coordinate and cultivate relationships with relevant international, governmental and local partners and organizations on a continuous basis
  • Develop new program opportunities through monitoring of sources, proposal development, fund raisings and liaising with external donors and other humanitarian agencies
Establishment of a local entity
  • To provide leadership in the transition of MAP Liberia to a locally registered entity
  • Ensure all local legal and business related requirements are met for the establishment of the local entity
  • Work with the MAP Headquarters office to establish a fully functional local board of directors
  • Develop country-specific plans/strategies for the development and growth of the newly established entity
  • Expand the funding and programmatic portfolio of MAP International to ensure financial stability through fund raising the national and international agencies
Qualifications:
  • Master’s Degree in Development Management, Regional Planning, Public Administration, Business Administration or related disciplines, from a duly accredited institution
  • Minimum 5 years of experience serving within an administrative position within an NGO or business environment
  • Proven experience winning institutional grants, and in implementing respective projects
  • Proficiency in working with Microsoft applications (MS Word, Excel, Power Point and Outlook)
  • Ability to work independently while managing large organizations
  • Attentive and responsive to details and excellent organizational abilities
  • Good experience in handling multiple tasks and ability to manage multiple deadlines
  • Ability to confidentially handle sensitive information
  • Clear understanding of Government of Liberia human resource requirements and global cross cutting themes including gender equity, child labor and environmental protection
  • Extremely good communications and administrative skills
  • Must be eligible to receive a US Visa for annual travel
