JOB CONTEXT :
The context in Sierra-Leone and in Liberia could be defined as a development context. However, the progress in this two countries, since the end of their respective civil war, in term of basic services access is really slow. The Ebola crisis has worsened the situation, especially in health and tourist sectors. Even if the indicators’ development are low in Liberia, the situation is worth is Sierra-Leone where the high level of corruption and bad governance slows development initiatives.
Handicap International is present in the two countries since 1996. Various projects have been implemented since, in health, readaptation, social inclusion, rights’ promotion, etc. but since the end of Ebola crisis, only education projects are implemented, due to funding opportunities. For the same reasons, most of activities are done currently in Sierra-Leone.
The previous Program Operational Strategy has ended in 2013 and was not officially reviewed until now. A 2017 – 2019 Operational Strategy will be designed during the first semester of 2017 and validated in September by HI HQ.
YOUR MISSION:
Based in Freetown, as Operationnal coordinator, by delegation of the Program Director, you will ensure the operational and strategic running of the Projects Unit, via direct management of the Project Managers.
You will lead the effective implementation of the different projects in Sierra-Leone and Liberia as well as guarantiing results and compliance with HI commitments (beneficiaries, donors, partners...).
The position includes management, operational planning & monitoring, financial follow up and proposal/reporting tasks. You will be required to travel often to field sites for monitoring and support purposes. During the Program Director’s absence, you may be asked to serve as Acting Program Director.
You may also be required to assist your colleagues in performing tasks that may not necessarily be related only to your position.
The position is cross-cutting, guiding the program on operational strategy, quality of actions, capacity building of the teams and monitoring and evaluation.
In this part, your responsibilities are the following:
· Participate in the development and the implementation of the Operational Strategy
· Guide the planning, monitoring and evaluation process of the program and ensure donor compliance.
· Guarantee the quality of the actions implemented
· Capacity building of the staff
CANDIDATE’S PROFILE:
· You hold a degree in project cycle, political sciences or international development
· You have at least 4 years’ experience in project/program/coordination in a development context
· You have experience in planning, monitoring, evaluation and learning
· You demonstrate excellent communication and writing (proposals and reporting) capacities in English (working language); knowledge of French would be a plus
· You have good capacity to withstand pressure and manage stress
· You are dynamic, highly flexible and autonomous and know how to manage multi-cultural teams
CHARACTERISTICS OF THE POSITION:
· Job environment: The office and the expatriates’ houses/apartments are comfortable, with generators and water supply to avoid shortage. Freetown is less developed that the main capitals in West Africa, then it could be difficult to find a various range of goods and foods, but people are friendly and the beaches around accessible and amazing for some of them!
· Housing: individual housing taken in charge by the organisation
· Security conditions : Even if the overall situation in Sierra Leone looks calm, there are factors that can stir peoples’ bloods and demonstrations can suddenly burst. Below some factors:
o Vulnerability to external shocks (raise of food prices; increase of importation taxes; increase of US change rate, etc.).
o Health situation: generally speaking the health system is deficient in Sierra Leone.
o General dissatisfaction climate against political power (upcoming general election are planned for 2018).
· Travels: the position is based in Freetown with regular missions in Liberia and inside Sierra-Leone.

· Starting date : 1rst April 2017

· Employee status: Salary from 2757€ gross/month regarding the experience of the candidate
