Research on Gender, Conflict, and Fragility in the Middle East and North Africa

Oxfam GB is seeking a single supplier (institution or team of individuals, ‘the Supplier’) to conduct original research on the impact of conflict and fragility on gender justice and women’s rights Middle East and North Africa (MENA) (“the Research”), the outcome of which will be a final research report.
As part of the Foreign Commonwealth Office-funded project, “Promoting the Needs of Women in Conflict in the Middle East and North Africa”, Oxfam is commissioning this Research to explore how fragility and conflict in the four case study countries of Egypt, Iraq, Occupied Palestinian Territories (OPT) and Yemen affect the realisation of women and girls’ rights. Based on the findings, the research team will explore whether regional trends can be drawn.
Oxfam GB is issuing this tender to select its preferred Supplier of the Research. The chosen supplier will then be expected to fulfil all of Oxfam GB’s requirements for the Research for the three-month contract period. Oxfam GB will only consider changing supplier if its preferred supplier was unable to supply our needs within a required timescale, if levels of service were inadequate, if pricing becomes un-competitive or if significant changes occurred in the market place/within Oxfam GB.
This invitation to tender has been issued for the sole purpose of obtaining offers for the supply of Services against the specification contained within this document. Oxfam GB reserves the right not to enter into or award a contract as a result of this invitation to tender. Oxfam GB also reserves the right to terminate any contract issued as a result of this ITT as set out in the contract terms and conditions. Successful tenders will be expected to enter into a formal contract with Oxfam GB, which will be supported by a Service Level Agreement.
The onus is on the supplier to ensure that their offer is complete and meets Oxfam GB’s requirements. Failure to comply may lead to the offer being rejected without any reason being given.
