Country Director, South Sudan

Finn Church Aid (FCA) is the largest Finnish development cooperation organisation and the second largest provider of humanitarian assistance. FCA is a founding member of the international aid alliance of churches and faith-based organisations, ACT Alliance, which has a total of 143 members. FCA’s annual budget is about 45 million euros, and the organisation’s staff consists of around 300 people in 17 countries.
The Country Director represents FCA in South Sudan and exerts overall management of the country office and staff in order to achieve the strategic objectives of FCA. The role is also to strengthen quality program, diversify FCA’s funding base and enhance FCA’s role in the South Sudan. The Country Director will report to the FCA head office in Helsinki, Finland and he/she will be based in Juba.
FCA’s South Sudan country programme focuses on resilience within Internally Displaced People (IDP) communities who are slowly integrating into host communities but still struggling to meet their basic needs. The programme concentrates on building community resilience towards food security and livelihoods. The focus is also on Education in Emergencies (EiE), teachers’ training and building the capacity of government education officials and other key partners. Special emphasis is placed on the quality of the education, girls’ education as well as linking education with child protection. The country programme aims to enhance conflict transformation and peacebuilding on community and national levels, working with traditional and religious leaders and youth as key agents of peace.
Areas of Responsibility:
  • People leadership in country office including planning, developing and managing human resources
  • Overall management of FCA’s country programme and office according to FCA guidelines, policies and practices in respect to local laws and regulations
  • Strengthen the current program quality in all programs together with the program staff
  • Further developing and diversifying the existing donor base and guaranteeing the long-term revenue for FCA programs in the region
  • Overall responsibility for financial management and accountability, including planning, accounting, reporting and controls
  • Together with HQ communications team, manage FCA’s visibility in the country and also in Finland and support national and international advocacy efforts
  • Overall responsibility for FCA security in the country
  • Ensure FCA participation in national networks
Competence and Personal Requirements:
  • University degree or equivalent work experience in a relevant field
  • Solid experience in people management, especially in challenging conditions
  • Related professional experience, including management of programmes, human resources and financial administration
  • Working experience in volatile and insecure contexts
  • Solid experience in security management
  • Leadership, negotiation, communication and networking skills
  • Solid experience in fundraising and achieving fundraising targets, and building excellent relations with institutional and private donors
  • Fluent English language skill is required, Finnish is an asset.
The contract duration is for two years starting as soon as possible, preferably in May 2017, including four months’ probation period. The deployment will begin with an orientation period in FCA HQ, Helsinki, Finland. The compensation is based on FCA Compensation System and depends on prior work experience. Monthly salary includes adverse working conditions allowance based on the circumstances in the place of assignment. The position is a no-family post.
