Pastoralist Researcher and Advocacy Consultant

TERMS OF REFERRENCE
TOR FOR PASTORALISTS’ RESEARCHER/ADVOCACY STRATEGY CONSULTANT
BACKGROUND
Pastoralist Resilience Consortium (PRC) is a consortium consisting of 3 NGOs (Regional Centre for Pastoralists Elders (RDPE), Global Peace and Prosperity Initiative (GLOPPI), & Garba-Tulla Development Organization (GTDO) are implementing Enhancing pastoralist’s security and resilience through diversified livelihoods and institutional strengthening project’ (EPASREDILIS) in Isiolo, Baringo and Tana-River counties of Kenya. The project is funded by IGAD under the Regional Civil Society Dry lands Governance Facility.
The project is expected to address holistically pastoral livelihoods issues, conflict as well as institutional capacities of pastoralist’s communities to take charge, mitigate and adapt to changing Climate and the intense conflict over resources (land uses) and the more frequent boundary disputes. PRC partners intend to use the outcome of this work as strategic document/guide in engaging with all the relevant stakeholders including the County Government increase the impact of its interventions not only in the target areas but also in all pastoralists’ areas. The project is expected to realize the following results; increased household incomes through diversified livelihoods; strengthened capacity of pastoralists’ in conflict mitigation and resolution mechanisms; increased awareness and understanding of pastoralists’ development issues and pro-pastoralist policies developed by the national governments and the increased demand and adoption of alternative energy sources amongst pastoralist communities.
OVERALL OBJECTIVE OF THE CONSULTANCY
The overall objective of the assignment is to publish a well-analyzed, articulated and evidenced-based research report capturing the plight/crisis of pastoralists as well as pastoralists’ increasing vulnerability and threats to their livelihoods in order to influence the development of pro-pastoralist policies at county and national levels. The development of advocacy strategy will be based on the report.
SPECIFIC OBJECTIVE(S)
1) Explore key critical advocacy issues that affects pastoralists survival and development in general and in target locations or communities in Isiolo, Baringo and Tana River Counties in particular
2) Develop advocacy strategy for Pastoralists’ Resilience consortium(PRC)
KEY TASKS
The consultant will carry out the following key tasks:
· Identify key pastoralists advocacy issue on which PRC will advocate on at local, National and Regional levels Conducting a desk review of key documents (internal and external) and other global pastoralists/advocacy initiatives.
· Conducting interviews with key individuals/opinion leaders from local communities, Consortium staffs and other stakeholder such as the County Government officials including relevant line ministries, National Drought Management Authority (NDMA) and members of other civil society in respective Counties.
· Produce a well-analyzed and articulated publishable research report capturing the pastoralist’s crises and ways to address as well as evidenced based advocacy strategy.
· Organize and facilitate validation of the report with high level stakeholders.
· Assess and make recommendation to the Consortium on ways to overcome potential risks and threats while exploiting existing opportunities in implementing the advocacy strategy;
· Formulate advocacy strategy and outreach tools for the different target audiences, including proposals for the types of material and key messages that need to be developed;
· Identify target audiences – primary (those who have the power to make the changes PRC is advocating for) and secondary audiences (those who can influence the primary targets) within and beyond pastoralists development issues
· Represent PRC partners during the Kenya Pastoralists Week in December 2014
EXPECTED OUTCOME
· A well-analyzed and articulated publishable research report capturing the pastoralist’s crises
· Advocacy strategy for PRC partners
· Validation Report of the Advocacy strategy and validation workshop
REPORTING ARRANGEMENT
· During the consultancy period, the consultant will report to the Project coordinator who will supervise the day to day activities of the consultant
SPECIFICATIONS
· Advanced university degree in a relevant discipline (Masters or equivalent) in Development Studies, Rural Development, Public Administration, Governance, Policy analysis, or Communications.
· At least 5-7 years or more of relevant work experience in conducting researches and in developing Advocacy strategy, Policy advocacy and Knowledge Management.
· Excellent community facilitation, engagement and research skills.
· In-depth understanding and knowledge of pastoralist’s development/advocacy issue.
· Excellent knowledge/experience in facilitating in a high level workshop
· Excellent report writing and editorial skills
· Knowledge of local languages; Kiswahili, Borana, Maasai or Kalenjin is an asset.
· Strong knowledge and understanding of pastoralists’ context and similar proof of work presented to Pastoralists Resilience Consortium (PRC)
DURATION
This assignment is expected to complete in 21 days including preparation and submission of reports.
