As a member of PCI’s in-country emergency response team, the Commodity & Logistics Advisor will be responsible for managing all food and non-food commodity distribution activities including coordination with key project staff, ensuring proper controls are in place, and commodity management policies and regulations are followed. The Commodity & Logistics Advisor will direct activities of subordinate commodities/logistics officers. The Commodity & Logistics Advisor will also oversee and ensure performance and compliance of sub-awardees’ logistics activities.
Key Duties & Responsibilities:
Responsibility Area: Commodity and Logistics Management
• Manage the supply chain process making sure that supplies are properly accounted for, transported on schedule, and are properly received and distributed
• Proactively track all medical supplies, equipment, food, and materials throughout the entire supply chain process and keep staff up to date on the pipeline information
• Engage with freight forwarding agencies, freight handling/clearance agents, and local customs, to safeguard proper cargo management at all points of the supply chain
• Direct the day-to-day warehouse operations, including reporting and monitoring staff capacity, stock piles, available space and equipment, and reporting on all activities
• Train and supervise national staff on all proper logistical support and operational activities
• Work alongside and build relationships with third party suppliers
• Ensure that a PCI staff is always represented at any transfer point of supplies; freight pickups, cargo transfers, packaging, unpacking and distribution
• Ensure that all sub-awardee or contracted logistics operations are performing to signed agreements, and are compliant with all relevant rules and regulations, including donor requirements, host country laws and PCI policies

Required Qualifications:
• Bachelor's degree and 4+ years of similar work experience, or master's degree and 2+ years of similar work experience
• Experience in supply chain management (needs assessment, order management, purchasing, stock management, and freight management) for emergency non-food items
• Experience with food commodity management, in both emergency and non-emergency settings, including both Title II and World Food Program rules and regulations
• Warehouse management experience
• Experience in budget support and providing timely, complete, and accurate reporting
• Knowledge of donor compliance and procedure requirements, specifically OFDA and Food for Peace
• Training skills and experience in building national staff capacity in supply chain management.
• Familiar with international humanitarian operations, coordination structures, and the mandates of donors, in particular OFDA and Food for Peace, UN agencies, and other NGOs
• Profound cross-cultural awareness and insight into community mobilization for health care
• Able to exercise sound judgment and make decisions independently
• Extremely flexible; able to cope with stressful situations and frustrations
• Able to relate to and motivate local staff effectively
• Creative; able to work with limited resources
