Team Leader climate change expert, Ethiopia

Field of activity
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a service enterprise for development cooperation with international operations and global experience. Owned by the Federal Republic of Germany, the organisation operates as a private-sector enterprise with a development-policy mandate: to make sustainable improvements to the living conditions of people in the countries we operate in. The organisation's business area GIZ International Services is the vehicle for offering GIZ's services to international clients.
GIZ International Services has submitted a Letter of Interest (LOI) to provide EU-funded services on "Capacity building on monitoring, reporting and verifications of GHG emissions and actions in developing countries". The contract has the following objectives:
  • To provide understanding of the monitoring, reporting and verification (MRV) capacity and capabilities of selected countries on the African continent (Algeria, Angola, Egypt, Ethiopia, Ghana, Morocco, Nigeria and Senegal) in the area of climate change.
  • To build capacity in the area of MRV of climate change in 2-3 selected countries, which will be chosen based on the results under the first objective.
As part of its bid, GIZ IS will be proposing an expert team for which applications are currently solicited from interested experts. Please note that all expert profiles are indicative only and therefore subject to change once the ToR are made available.
Your tasks
The Team Leader (m/f) will be responsible for overall program coordination and execution, including (but not limited to) supervision of professional staff, mobilization and coordination of short term experts, establishment and review of programmatic and budgetary priorities, submission of required plans and reports, and communication and coordination with all stakeholders.
Your profile
  • Postgraduate degree from a recognized university in a relevant subject area (natural resources, environment, climate change etc.).
  • 15 years of professional experience including 10 years in the fields of climate change, environment and management of natural resources.
  • Strong track record in managing consultancy work in the fields of climate change, environment and management of natural resources.
  • Solid experience with the UN Climate Change Convention, Kyoto Protocol and international negotiations under the UNFCCC. Specific experience of a) compilation of GHG inventories and/or of national communications preferably for developing countries, and b) implementation of IPCC and UNFCCC guidelines, particularly for the energy, agriculture and forest sectors, would be an asset.
  • Demonstrated leadership, project and team management capabilities. Experience in the management of EU-funded projects will be an advantage.
  • Proven experience in participatory and consultative processes.
  • Relevant experience in sub-Saharan Africa or Maghreb is an asset.
  • Fluency in written and spoken English or French, with good knowledge of the other, is required. Knowledge of Portuguese is an asset.
Assignment period
24 months starting in April 2015 (340 working days, of which 70% in the countries covered by the contract).
Information on place of assignment
Addis Ababa/Ethiopia, with regular travel to selected African countries and Brussels.
