Capacity Building Officer-Cameroon

Capacity Building Officer
Reports to: Technical Supervisor
Location: Littoral Region
Based in the Littoral region of Cameroon is responsible for building quality systems and processes. S/he will ensure the increased capacity of the Cameroonian national health system and civil society to manage and support HIV prevention and care and treatment (C&T) programs. This position will support the technical team to ensure demonstrated needs from Evaluation Performance Measure matrix are incorporated into trainings and capacity-building programs to guarantee the technical quality and training activities achieve the project goal. In addition, s/he will support the development of training and programmatic materials as necessary. S/he will work in collaboration with the monitoring and evaluation (M&E)/quality improvement (QI) manager to ensure quality of care at facilities and maintain good EPM results across all Littoral health districts. S/he will oversee a phased capacity-building approach and manage the Evaluation Coordinator.
Responsibilities:
  • Identify the management, technical, and operational problems and gaps of capacity building and create focused capacity building plans with appropriate input of the project team
  • Coordinate with the M&E/QI manager to ensure quality across programs through trainings, mentorship activities, and other interventions as appropriate
  • Review M&E and QI reports to identify and address program problems and incorporate solutions through project management, training, and advocacy
  • Reinforce the management capacity of health and M&E departments
  • Strengthen the management, leadership, and planning skills of staff to ensure effective health services delivery
  • Link the planning, management, and monitoring processes between the Programs and M&E departments
  • Report on monitoring of capacity building
  • Document good practices of the capacity-building process
Required skills, knowledge, and experience:
  • A minimum of five years’ experience in capacity building, exhibiting a transition of programmatic functions
  • MBA, MD, MPH, or similar degree/education level required
  • Experience with capacity building needs assessment and planning as well as implementation of capacity building interventions
  • Solid knowledge, experience, and understanding of the Cameroonian health system
  • Experience in training staff in management, leadership, and planning skills
  • Fluency in French and English required
  • Experience working with the Cameroon Ministry of Public Health (MOPH) and international non-governmental organizations preferred
  • Experience managing United States Government (USG) funds a plus
