Senior Advisor, Monitoring, Evaluation and Research

EDC, with funding from USAID, will be implementing the School-Based Sexuality and HIV Prevention Education Activity, a 5-year contract that will support the South African Government to reduce HIV infections in students and teachers by assisting the Department of Basic Education to implement high quality, evidence-informed sexuality and HIV prevention education programs.

SUMMARY
NOTE: This position is a locally based position, paid in South African Rands, with a local benefits package. This position is not eligible for relocation or posting allowances.
EDC seeks a Senior Advisor for Monitoring, Evaluation, and Research to lead the design and implementation of a monitoring and evaluation data collection and data management system for the School-Based Sexuality and HIV Prevention Education Activity. This position reports to the Chief of Party and is located in Pretoria, South Africa.
ESSENTIAL FUNCTIONS include [but are not limited to]:
  • Oversee M&E sub-contractor’s establishment of monitoring and evaluation system including the development and implementation of a M&E plan, tools and forms and data collection procedures;
  • Oversee the development of evaluation design, tools, protocols and procedures;
  • Collaborate with baseline assessment sub-contractor to ensure alignment with and learning for goals and objectives of this activity;
  • Manage EDC’s adherence to PEPFAR indicator tracking requirements and ensure activity staff, partners and beneficiaries receive adequate, timely and meaningful feedback on progress and learning in this regard;
  • Complete and manage Performance Management Plan for the activity with leadership staff and EDC Home Office M&E technical assistance providers;
  • Ensure forms are filed according to compliance protocols;
  • Coordinate and support external USAID evaluators as needed;
  • Train subcontractor M&E staff as needed;
  • Conduct data quality assurance checks;
  • Oversee M&E database setup and management;
  • Conduct qualitative and quantitative data analyses;
  • Provide recommendations to South African Department of Basic Education (DBE) for improving data collection and evaluation capacity as relevant to this activity
  • Design strategies for teacher and student evaluation in collaboration with DBE;
  • Oversee preparation of evaluation reports;
  • Draft M&E reports for the COP in compliance with USAID procedures and agreements in the award;
  • Represent EDC and the activity at appropriate M&E events, workshops, meetings, etc.;
  • Ensure effective communication between M&E team, project staff, partner teams, and home office;
Qualifications and Requirements:
  • Master’s Degree in Social Sciences or equivalent with 7-9 year relevant experience;
  • Minimum of 3 years of supervisory and management experience;
  • Competence in qualitative and quantitative study design and implementation as demonstrated in samples of previous work;
  • Extensive experience with monitoring program implementation using qualitative and quantitative approaches;
  • Experience using data analysis packages such as SAS or SPSS and database management systems, preferably Access and Excel;
  • Experience in developing and coordinating data collection, processing and analysis systems; experience in mobile or tablet data collection and processing desired;
  • Strong organizational, communication, computer, leadership, and interpersonal skills;
  • Good technical writing skills;
  • Ability to work effectively with diverse stakeholders.
