Description of the Position
With immediate effect we are looking for a:
Medical Supply Pharmacist (100%)
Based in Amsterdam
The overall purpose of Médecins sans Frontières (MSF) is to preserve life and alleviate suffering, while protecting human dignity and seeking to restore the ability of people to make their own decisions. MSF accomplishes this through the provision of medical aid and a personal commitment to act as witness to events surrounding populations in danger. This work is essentially performed in periods of crisis, when a situation is no longer held in balance and the very survival of a population may be threatened. The underlying basis for realising MSF’s objectives is respect for medical ethics, humanitarian principles, human rights and international humanitarian law.
The Public Health Department (PHD+) of the Operations Centre Amsterdam (OCA) supports the overall purpose of MSF, providing medical and public health leadership for the organisation. The department is a “geographically dispersed team”, which comprises of staff working in three locations (Amsterdam, Berlin and the UK Manson Unit) and is responsible for providing strategic direction and integrated advice on medical and public health issues to the OCA field and headquarters. The PHD+ plays a key role in developing and maintaining the medical humanitarian identity and image of MSF-OCA, and in continuing to develop and improve intervention strategies so as to be relevant and effective.
An objective in the new MSF OCA Strategic Plan is to improve medical supply systems by better tracking and analysis of consumption data and effective implementation of supply tools and stock management.
Position within the organisation
The Medical Supply Pharmacist reports hierarchically to the Co-ordinator Medical Specialists, Public Health Department (Amsterdam) and receives functional support from the international pharmacist coordinator (Geneva).
Objective of the post
The overall aim of this post is to provide expert advice and specialist support across MSF OCA operations and to colleagues within the Public Health Department on pharmaceutical and medical supply, as well as to assure, and continuously improve, the supply and management of pharmaceuticals and medical products supplied and used by MSF OCA.
Main responsibilities
The Medical Supply Pharmacist will provide specialist support to MSF-OCA in order to successfully implement the strategy on medical supply and pharmacy management. This will include:
· Initiate/develop an integral and coherent policy on medical supply and pharmacy management and develop protocols, training tools, etc. to support it;
· Set strategic direction for medical supply activities in MSF-OCA; continuously review progress against the MSF-OCA strategic plan and the topical annual action plan and flag when adjustments are indicated;
· Provide quality and timely support to health advisors and missions (medical coordinators) concerning “specialist” and non-routine questions on medical supply and pharmacy management;
· Promote medical supply processes towards operations and link with operational support teams on implementation challenges;
· Support the Human Resources Department in matching field pharmacists to specific missions and development of the field pharmacists pool; brief/de-brief expat specialists;
· Support implementation of and follow up on the OCA medical supply tools and guidelines in the field, i.e., consumption tool, medical supply list, ordering tools, etc. and support the field with implementation – both at a distance and during field support visits;
· Ensure system for accountability and traceability of medical supplies in OCA;
· Follow up on new item requests, manage green list update, and support with updating of medical supply lists;
· Coordinate with key colleagues in the Logistics Department to ensure medical supply management is consistent along all levels of the supply chain;
· Identify needs and support development of training on pharmacy management and medical supply for field pharmacists, and ensure knowledge transfer on policies, protocols, guidelines, etc.;
· Facilitate medical supply modules at MSF courses (IMMC, PMC, LogCo Days)
· Support on selected pharmaceutical quality tasks, e.g., drug compounding activities
· Keep up to date with developments on medical supply management and share these within the PHD;
· Participate in the MSF Grande Messe (twice-yearly meeting of all HQ pharmacists and medical supply specialists); and
· Provide back-up for the Section Pharmacist while she/he is on leave.
Candidate profile
Education and experience:
  • Qualified Pharmacist with current licensure/registration in a highly regulated country
  • Field experience in low-resource contexts; MSF field experience a plus
  • Strong background in medical supply and pharmacy management
Capacities and skills:
  • Good written and oral communication skills, with the capacity to act as an adviser to colleagues and the field
  • Must be able to visit and support projects at short notice, and willing to spend up to 30% of time in the field
  • Strong interpersonal skills: innovative, able to mobilise/motivate and coach people
· Able to work under time pressure on various projects at a time
  • Fluency in English and preferably French is required; Dutch is not necessary
