Consultancy - Publication of a synthesis report and policy brief (English and French)

Climate change is emerging as a major challenge to Africa’s economic growth, long-term prosperity, as well as the survival of already vulnerable populations. Africa, the continent least responsible for climate change is the hardest hit and the situation is expected to worsen unless far reaching measures are undertaken at all levels of governance to reverse the situation.
Despite these challenges, a number of continental and global initiatives on climate change have been established to provide a unique opportunity to transform climate challenges into development opportunities across Africa. One of such initiatives is the NEPAD Climate Change Fund which has been established by the NEPAD Agency with support from the Government of Germany in 2014. The Climate Change Fund aims at strengthening the resilience and capacity of African countries particularly in the areas of climate change adaptation and biodiversity conservation, access and benefit sharing, development and implementation support to National Adaptation Plans (NAPs), mainstreaming of climate change into the National Agricultural Investment Plans (NAIPs).
With the conclusion of the initial phase of project under the Fund, the NEPAD Agency is in the process of documenting the key results and lessons learnt from the implementation of the project. The documentation would be in form of a knowledge product and policy brief. Thus, the responsibility and description of the proposed work for the consultant include:
I.          Analyze the 22 projects, develop categorization for analysis and meaningful statistics and develop synthesized report of between 16-20 Pages) on the outcomes of the implementation of the NEPAD Climate Change Fund. The report would contain in agreed table of contents:-
  • The executive summary
  • Background and objectives of the fund
  • Governance and management of the fund
  • Knowledge management on:-
    • The environmental hardship and issues the projects addressed;
    • The results of the implementation of the fund from 22 project, especially the climate change adaptation and mitigation measures and techniques that were identified;
    • Draw out the backward-and-forward linkages on the climate change adaptation and mitigation measures and techniques;
    • How the results could be replicated nationally and regionally;
    • Challenges;
    • Lessons learnt, and
    • Capacity building process during the implementation of the projects.
II.        Technical review of the synthesis report;
III.       Produce a policy brief (about 7 pages) from the contents of the synthesis report;
IV.       Design and layout the synthesis report, including the cover page and all inner sections and separators;
V.        Design and layout the policy brief, including the cover page and all inner sections and separators;
VI.       Translate the synthesis report to French;
VII.      Translate the policy brief to French;
VIII.    Technical Proof reading for translated documents for both the synthesis report and the policy brief. Technical Review of the terms and the text and ensure consistency and scientific credibility of language;
IX.       Printing of each of the synthesis report and policy brief (both English and French in environmentally friendly “Green Dot” digital printing:-
o 50 copies of the Synthesis report in English
o 50 copies of Policy brief in English
o 50 copies of the Synthesis report in French
o 50 copies of Policy brief in French;
X.        As an outcome of the design and layout, submit copies of each of the documents in electronic format on a high resolution PDF (InDesign format and high resolution Pdf of the synthesis report and policy brief in English and French), and
XI.       Shipment of 200 hard copies of the documents to NEPAD, Johannesburg South Africa.
