Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance. | INTRODUCTION The position is located in the Treasury Operations Section (TRES/OPS) of the Treasury and Accounts Branch (TREASURY) of the Financial Services Department. TREASURY provides support services and policy guidance in the areas of accounting and treasury having primary responsibility for the production of the ILO Financial Statements and other statutory reports. It also aims at developing effective treasury office-wide and investment management policies. TRES/OPS manages banking relationships globally in connection with daily ILO operations, payments and investments. The position will be responsible for a number of payment related tasks as specified below in support of ILO Treasury Operations. The IRIS Roll-out project has the goal of making Oracle Financials, as well as other applications, available to ILO External Offices. This will allow the office to attain a number of efficiency gains and enhanced support to Development Cooperation projects managed by External Offices, while also offering benefits for the Office as a whole. | Description of Duties General Administration: - Analyses and checks incoming financial documents and correspondence for completeness of information, project codes and conformity with financial rules and regulations. This includes: checking requests for allocation changes; PDMs; invoices from outside suppliers; inter-office vouchers; external collaboration contracts; travel claims and advances; PDB updates; salary distribution requests; requests for new budgets or budget revisions. - May act as a Certifying Officer for proposed obligations, within prescribed limits. - Calculates emoluments and statutory indemnities; prepares payments, advances and related account coding documents; processes such transactions using automated systems where appropriate. - Maintains and updates computerised databases or systems. This may include: the budget preparation systems; payroll system; assessment tracking system for member States contributions and obligations system. - Monitors and reconciles accounts and projects such as: personal accounts; suspense and other general ledger accounts; or project accounts for the review of obligations and expenditure, to identify any anomalies and to take any necessary corrective action. - Verifies field accounts and transactions for selected offices, for accuracy, completeness and compliance. - Prepares and modifies budget data based on requests such as budget proposals, budget revisions, re-phasings, programme allocation changes, modify budget codes and salary transfers. - Examines client queries and provides explanations, addressing the supervisor in disputed, complex or unusual cases. - Drafts correspondence in two languages to clarify discrepancies, obtain explanations and respond to enquiries. - Performs any other job-related duties as required. Finance/Specific Duties: - Analyse cross border and domestic payment issues as they arise and through communication with operational banking partners, take the necessary action to resolve the issues. - May act as a preparer for ILO electronic payment systems within prescribed limits. - Prepare updates to ILO's banking database from information provided by HQ departments and external offices, as required, cross checking with external banking database to ensure accuracy and completeness. - Examine and review documentation and communications related to banking operations ensuring that appropriate matters are brought to the attention of the correct parties. - Analyse queries and issues arising from ILO external office banking matters, resolving the query through communication with internal and external parties, bringing key issues to the attention of the supervisor. - Perform tasks related to payment and other banking projects at the discretion and under the oversight of the supervisor. - Perform other job related tasks as required by supervisor and needs of the department. | |
| Required Qualifications | |
| Education Completion of secondary school education supplemented by additional training in accounting and/or finance. | |
| Experience At least five years of finance related work experience. Experience in banking and Treasury matters, specifically relating to cross border payments would be an advantage. Practical experience on standard office software packages, email and automated information management system required by the work unit (e.g. WORD, EXCEL, PowerPoint). Experience of dealing with confidential matters with discretion. | |
| Languages Excellent knowledge of English or French is required, with working knowledge of the other language. | |
| Competencies Demonstrated ability to work with word processing and spreadsheet software, including retrieval functions. Ability to communicate effectively both in writing and orally. Ability to deal with clients and to respond to their queries. Ability to work in a team and to work under pressure. Works with material that needs to be kept confidential.
