| INTRODUCTION Workplaces claim more than 2.3 million deaths per year, out of which 350,000 are fatal accidents and close to 2 million are work-related diseases. In addition, 313 million accidents occur on the job annually. The economic burden of poor occupational safety and health practices is estimated at 4 per cent of global Gross Domestic Product each year. Deaths and injuries take a particularly heavy toll in developing countries, where a large part of the population is engaged in hazardous activities, such as agriculture, fishing and mining. Safety and health at work is therefore to be seen as fundamental human right and is essential for inclusive economic development. In 2016, the ILO LABADMIN/OSH Branch launched the Global Action for Prevention on Occupational Safety and Health Programme (OSH-Gap) to achieve real reductions in the incidence of work-related deaths, injuries and diseases and the creation of a global culture of prevention. This programme responds to a critical demand for assistance in the area of OSH by low and lower-middle income countries and a growing need for increased collaboration and coordination among stakeholders to achieve sustainable impact. One of the five key objectives of this programme is to generate increased demand for the safety and health of workers. The Project OSH for Young Workers and Young Employers in Global Supply Chains - Building a Culture of Prevention will be implemented as part of this programme. The goal of this Project is to reduce workplace injuries, fatalities and occupational diseases through increased preventative and safety actions by young workers and young employers in Indonesia, Myanmar, the Philippines and Viet Nam. The Project will focus on the young workers and young employers working in the manufacturing and construction supply chains. In order to reach this objective, the project will develop and pilot test various tools, methodologies and strategies to raise workplace safety awareness and to generate public demand for improvements in national OSH systems. It will be articulated around 3 main components: (1) the creation and piloting of tools and communication materials to educate young workers and young employers on OSH issues; (2) the development and/or activation of networks of intermediaries able to effectively promote OSH awareness and action in their workplace and communities and (3) the empowerment of young workers and young employers at the XXI World Congress on Safety and Health to be held in Singapore. By the end of the project, young workers and young employers are expected to take concrete actions to reduce workplace injuries, fatalities and occupational diseases. The Project Manager will be based in Jakarta and work under the general supervision of the Director of the ILO Country Office for Indonesia and Timor-Leste. The Project Manager will receive technical supervision from the LABADMIN/OSH Branch in ILO headquarters and DWT in Bangkok, and additional expertise will be sought from other departments including the department of Communication. The incumbent of the position will also work in close collaboration with the regional expert on OSH and with the national coordinators of the USDOL funded Project Safe and Healthy Youth present in the Philippines, Myanmar and Viet Nam. | |||||||||||||||||||||||||||||||
| Description of Duties Project Management 1. Ensure effective implementation of the project through timely provision of inputs, timely and efficient delivery of outputs, and planning, control, monitoring and evaluation of the project activities, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and country/action programs, and administrative and financial procedures in consultation with the Country Office in Jakarta. 2. Responsible for the effective management of funds/budget assigned to the project. Advocacy, networking and partnership 3. Strengthen relationship to cooperate and coordinate with the concerned governments, ministries and the employers' and workers' organizations, youth organizations, networks (at national and regional levels) able to raise awareness on OSH issues faced by young workers and young employers and the donor, in the planning and implementation of activities under the project. 4. Ensure project synergy with the relevant ILO projects and programmes implemented in Myanmar, the Philippines, Indonesia and Viet Nam. 5. Promote ILO policies on Occupational Safety and Health, other fundamental rights at work and the relevant International Labour Standards in collaboration with other technical/labour standards specialists. Communication and knowledge management 6. Write and disseminate information materials on project in close collaboration with other relevant technical specialists at HQ. 7. Ensure the development of information systems covering OSH issues, prepare periodic and ad hoc reports on the status of programme planning and implementation, and establish coordination with concerned ILO departments and programs. 8. Identify training needs and organize training workshops and meetings for the tripartite partners, the networks, young workers and young employers 9. Guide the work of external collaborators on the following assignments: an assessment of communication channels and platforms used by target groups in the four countries; a comparative analysis of predominant OSH issues in the construction and manufacturing sectors of target countries; an assessment of the networks capable to raise awareness and action for young workers and young employers; the design of communication toolboxes 10. Mobilize media to build momentum on OSH for young workers and young employers around the XXI World Congress on OSH. 11. | Required Qualifications | |||||||||||||||||||||||||||||||
| Education Advanced university degree in the field of OSH, public administration, social sciences, communication, journalism or other relevant fields, with demonstrated expertise in OSH. | |||||||||||||||||||||||||||||||
| Experience Seven years' experience in the management of technical cooperation activities in a senior level position, of which at least three years at the international level, this includes field experience in leadership role in implementation of projects, preferably in the fields of Occupational Safety and Health and communication campaigns. Significant working experience in ASEAN countries is a strong advantage. | |||||||||||||||||||||||||||||||
| Languages Excellent command of English. Knowledge of one of the target countries' official language an advantage. | |||||||||||||||||||||||||||||||

Recruitment is normally made at the initial step in the grade. Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments.
