Security Adviser - Libya

NRC has an urgent need to recruit a Security Adviser who can be part of a scoping mission and potentially start up of NRC's activities in and in connection with the ongoing situation in Libya.
Our Ideal Candidate:
We are seeking a highly motivated and experienced Security Adviser, to support the delivery of effective risk management; and security planning, advice and operations support for NRC’s scoping mission and planning activities in Libya. The post is for the time being based in Tunisia, with potential travels to Libya. If the security allows, the position may be placed in Tripoli after some time. .
As the Security Adviser you will be working alongside programme staff in the field, with responsibility for giving on-the-ground risk management advice as well as for providing strategic analysis and assessments to country level management.
We are seeking a university graduate or equivalent, in relevant field, with a minimum of 4 years of experience working as a Security Adviser in a humanitarian/recovery context.
Fluency in Arabic, both written and verbal is essential. UN or INGO experience, knowledge of the Libyan context and working knowledge of English will be an advantage.
Position Description:
The key success factor in this role is to reduce the risk exposure of NRC' staff and programs.
To achieve this the Security Adviser will need to successfully partner with NRC’s operational teams through team building and training, careful risk planning for growth and expansion, program design, incident reporting and management and context analysis.
The Security Adviser will need to develop a deep understanding of the context and NRC’s operational team in Libya.
Contextual Analysis and Advice
  • Maintain close contact with all relevant stakeholders to develop a network and build relationships with key actors – NGOs, INGOs, UN and government agencies, security forces and other armed actors
  • Monitor and analyse the security situation, ensuring reliable security information as basis for informed decision-making
  • Provide security context analysis and security updates
  • Provide on-the-ground security advice and ensure situational awareness to mitigate risks to program staff in the field
  • Support new program initiatives with the design phase and technical documentation. S/he will ground truth local risk assessments and contingency planning – ensuring these are ready to be operationalised.
  • Ensure best practices in security incident reporting
  • Support incident management of all critical incidents and crisis situations with well-informed analysis of the context.
Security Planning:
  • Provides quality control and technical support to promote and support efforts by operational teams to meet management targets in security through effective planning and budgeting for security as needed.
  • Support the development and maintenance of current security plans through the provision of planning workshops, training, and feedback on plans.
  • Maintain a file with all current security plans for Syria.
Emergency Preparedness:
  • Support operational team with Emergency Preparedness Planning.
Additional Information:
Contract period: 1 September 2017 - 31 December 2017, with a possibility of extension
Duty station: Tunis, with potential change to Tripoli if security allows
Salary/benefits: According to NRC’s salary scale and terms and conditions
Approved health certificate will be requested before contract start
