ABOUT THE ROLE
This is an exciting role where you'll have a huge opportunity to make a difference - both to activism in Amnesty International (AI) and to young people across Middle East and North Africa. Coordinating the development and delivery of activism and youth strategies, plans and projects, you'll inspire, empower and help mobilise a new generation of activists and ensure their active participation in a uniquely challenging human rights landscape. ABOUT YOU
You'll be an experienced campaigner who understands the strategy, methodologies and tactics behind making an impact. You'll also have plenty of experience of activism and membership organisations - really knowing what it takes to mobilise people and adapt campaigns to audiences from different cultures and geographies. But in addition to being able to support others to develop skills to write inspirational, informative materials and use online and offline techniques to their best effect, you'll have a particular focus on youth work. So you'll know exactly how to mobilise and develop this vital resource and have experience of growing a vibrant and active youth constituency. This will be something you can do fluently in Arabic, French and English. Beyond that, you'll also be confident planning and managing multiple projects and show fine judgement when it comes to delivering training and communicating in a multicultural setting.

Country Logistic Officer – Tunisia & Libya

I. Background on ACTED

Since 1993, as an international non-governmental organization, ACTED has been committed to immediate humanitarian relief to support those in urgent need and protect people’s dignity, while co-creating longer term opportunities for sustainable growth and fulfilling people’s potential.
ACTED endeavors to respond to humanitarian crises and build resilience; promote inclusive and sustainable growth; co-construct effective governance and support the building of civil society worldwide by investing in people and their potential.
We go the last kilometer: ACTED’s mission is to save lives and support people in meeting their needs in hard to reach areas. ACTED develops and implements programs that target the most vulnerable amongst populations that have suffered from conflict, natural disaster, or socio-economic hardship. ACTED’s approach looks beyond the immediate emergency towards opportunities for longer term livelihoods reconstruction and sustainable development.
With a budget of 164 million EUR in 2014, ACTED is active in 35 countries and implements more than 450 projects a year reaching over 8 million beneficiaries with 400 international staff and 4,300 national staff.
II. Country Profile
Our team in Tunisia manages our operations based in Libya.
ACTED has been programming in Libya since March 2011. Initially focussing on responding to the humanitarian crisis in the wake of the conflict, ACTED set-up offices across the country, providing vital humanitarian assistance to displaced and vulnerable populations. Furthermore, during this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012, and building on the strong networks developed during the emergency response, ACTED started to work on post-conflict projects, particularly focussing of support to the nascent Libyan civil society. In January ACTED began a two-year programme, funded by the European Union, focussing on support to civil society organisations in Libya.
III. Position Profile

The Country Logistics Officer is responsible for logistical management, maintenance and state of equipment, and the management of goods and assets of ACTED in-base.

He/She ensures that national legislation is adhered to, and that the country specific standards and rules are applied in the aim of protecting ACTED interests and ensuring efficient use of resources.

Under the direct supervision of the Country Director, key responsibilities include:

1. Logistical Management

- Logistical management of Mission premises:

Oversee the furnishings of premises (offices and guesthouses);
Supervise maintenance and repairs of premises;

- Provision and replenishing of office supplies:

Identify needs in stationery and office supplies;
Establish a follow-up procedure for the stationery store;
Undertake purchases and storage of supplies;

- Financial Management:

Manage the expenses for the logistical department ;
Provide documentary justification of expenses to the Country Finance Department;

2. Procurement, Stock Management and Suppliers

- Database of Local Suppliers:

Undertake a market study;
Set up and maintain a database of local suppliers, detailing criteria of quality, price, service, ethics etc;

- Follow up of Procurement Procedures, conforming to procurement guidelines

Undertake quotations or launch Calls for Tender;
Purchase goods, draft contracts;
Receive merchandise and oversee the customs procedures for imported goods;
Check the condition and nature of goods received as required by the contracts;
Manage the presentation, circulation, filing and archiving of procurement documents, conforming to FLAT procedures;

- Management of Stocks and Supplies:

Identify warehouses for storages, ensure premises are furnished and made secure for use;
Establish tools for stock management;
Undertake periodic inventories;
Manage stock movements and distributions of goods in the framework of project implementation;

3. Management of the Vehicle Pool and Transportation

- Management of the Vehicle Pool:

Organise the allocation and daily availability of vehicles;
Establish tools for vehicles follow-up: log books, technical check-ups etc.
Ensure the maintenance of and undertake a monthly inventory of the vehicle pool;
Calculate and check the monthly cost of each vehicle (fuel consumption, repairs) in coordination with the CFO;

- Transportation management:

Identify companies for the transportation of stock;
Elaborate and follow a timetable of stock delivery for projects;
Complete and file waybills ;
Organise and oversee loading and unloading of goods;
Ensure administrative and custom requirements are adhered to;

4. Management of Technical Equipments

- Management of the IT Network:

Organise the installation of computing hardware and software (computers, printers, scanners, photocopiers, Network systems);
Identify suppliers of Internet access and negotiate service contracts;
Ensure back-ups of information and files are kept on the server;
Ensure the maintenance and undertake a regular inventory of IT equipment;

- Management of Communication equipment:

Organise the installation of communication equipment: telephones, HF and VHF radios;
Train staff in the use of such equipments;
Ensure the maintenance and undertake a monthly inventory of communication equipment;
Calculate and check the monthly communication cost of each base (telephones, e-mail, Internet), in coordination with the CFO;

- Management of Power supplies equipment:

Organise the installation of equipment: generators, solar panels etc;

Train staff in the operation of such equipments;

Ensure regular maintenance and undertake a monthly inventory of equipment;

  1. Department Follow-up
  2. Team leadership:

Update the organigramme and ToRs of the logistics department according to the mission development;

Oversee the team and undertake appraisals of directly supervised colleagues;

Ensure training and capacity building for logistics team members in order to increase the level of technical ability and skills within the department;

- Internal Procedures and Information Flows;

Develop relevant management procedures within the team;

Improve information flows within the department and with other departments and projects;
IV. Qualifications:
• At least 1 year of working experience in insecure environments; preferably in Africa, Asia, or the Middle East;
• Extensive experience in logistics and/or security management and procedures;
• Demonstrated communication and organizational skills;
• Ability to train, mobilize, and manage both international and national staff
• Flexibility and ability to multi-task under pressure;
• Ability to work well in unstable and frequently changing security environments;
• Willingness to work and live in often remote areas under basic conditions;
• Proven ability to work creatively and independently both in the field and in the office;
• Advanced proficiency in written and spoken English
• Knowledge of local language and/or regional experience highly desirable
V. Conditions:
  • Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus

Objectives

Duties and responsibilities

Under the general supervision of the Loan Accounting Officer of the Section the incumbent will:
  • Verify and validate the accuracy of loan conditions in SAP by analyzing the related loan agreement and ensure that bills are processed according to the correct due dates and loan terms.
  • Control the billing cycle to ensure completeness and timely processing of all loan bills.
  • Identify and register loan repayment ensuring correct application of funds.
  • Verify the bi-monthly arrears position of Borrowers, and monitor the swift system for prompt identification and processing of overdue loan repayments.
  • Prepare, on a regular basis, draft correspondence to Borrowers providing their arrears and sanctions position indicating their negative implication both on the Borrowers and the Bank.
  • Analyze Borrowers’ queries and prepare preliminary justification for appropriate response; prepare for transmission Borrowers audit confirmation of their loan/guarantee status, summary ledgers and other related information.
  • Maintain orderly physical loan files with copies of critical documents justifying the entries in the loan accounts as well as correspondence with the borrowers and other departments within the Bank.
  • Participate in loan reconciliation and project supervision missions in conjunction with the portfolio management division.
  • Carry out other duties as requested by the Division Manager and the supervising Loan Accounting officer.

Selection Criteria

  • At least a Bachelor degree or equivalent in Finance, Business Administration, Accounting, Banking or related field.

  • Thorough familiarity with the full range of the Bank’s financial products and procedures.
  • High level skills in communication and documentation;
  • Excellent written and verbal communication skills in English and/or French, with a working knowledge of the other language. Excellent customer service.

2015 Coca-Cola MENA Scholarship

The application for the Coca-Cola MENA Scholarship Program is now open. The Coca-Cola Company & the US Department of State have once again partnered to sponsor 100 university students from across the Middle East, North Africa and Near Asia to attend a month-long summer entrepreneurship program at Indiana University’s prestigious Kelley School of Business, one of the top ranked business programs in the United States. This multi-faceted, immersion scholarship program is designed to give a group of students the opportunity to learn about business education through an accelerated curriculum.
The program, which begins in late June 2015, is fully funded including travel to and within the United States, accommodations, meals, and university and visa fees. Please note that the program will take place during Ramadan and that the travel dates can’t be amended. Indiana University is well aware of Ramadan and will make accommodations for attending scholarship winners.

TECHNICAL ASSISTANT - FRAGILE STATES

Objectives

The Transition Support Department (ORTS), was established in September 2013, with the upgrading of the Fragile States Unit (2008) and is located within the Country and Regional Policies and Programs Vice Presidency (ORVP). The Department is responsible for leading and coordinating the Bank-wide program of enhanced engagement in countries and regions affected by fragility and conflict. Enacted engagement and support to such countries and regions is one of the core business mandates of the Bank Group as identified in the Ten Year Strategy (2013-2022) and in the Bank Group Strategy for Addressing Fragility and Building Resilience in Africa (2014-2019). The Department also administers the Bank Group’s Transition Support Facility (TSF, formerly Fragile States Facility), which was established in 2008 as an operationally autonomous, special purpose financing entity with three grant financing windows. The TSF provides supplemental support for eligible states and regional organizations, resources for arrears clearance operations and targeted capacity building institutional development assistance. ORTS.2 will lead and/or coordinate the Department’s work on policies and strategies, knowledge generation and dissemination, staff capacity building on issues of fragility and organizational learning, and effective partnerships and resource mobilization with a view to enhance the Bank’s strategic role in fragile and conflict affected countries and regions.
Objectives:
The primary objective of the Fragile States Technical Assistant is to assist the Bank Group to play a leadership role and more effectively support Africa’s fragile states to transit out of fragility, help prevent countries at risk of slippage and to assist post-crisis and post-conflict states move forward towards more stable political and economic development, through approaches that are grounded in the Organization for Economic Cooperation and Development – Development Assistance Committee (OECD-DAC) Principles of Good International Engagement in Fragile States and Situations, and the New Deal for Engagement in Fragile States.

Duties and responsibilities

Under the overall guidance of the ORTS.2 Manager and/or ORTS Director, the incumbent will:
  • Provide guidance/inputs and analysis on dimensions of state/regional fragility, conflict and justice and security sector reforms (at country, sector and regional levels) and how to target support to addressing its root causes through institutional development, governance reforms etc. and measure impact / progress of Bank Group interventions;
  • Work with partner institutions to ensure that peace-building activities that complement the Bank Group core mandates and areas of expertise are sufficiently dealt with in order to help clients comprehensively address the roots causes of fragility and avoid slippage in the peace- and state-building process;
  • Carry out relevant Economic and Sector Work (ESW), focusing on issues of state fragility, peace-building and state-building in the context of the New Deal;
  • Reviews and provide strategic inputs in preparation of Country Strategy Papers (CSPs) for assigned countries, based on the RMCs’ Poverty Reduction Strategy Papers and existing peace-building and state-building goals (PSGs), as well as Regional Integration Strategy Papers;
  • Provide guidance to country teams preparing programming documents for fragile states, and supporting the development of various guidelines, procedures and policies, as well as share insights, knowledge and skills with other staff, as necessary;
  • Contribute to the elaboration of Results, Monitoring and Evaluation frameworks, and monitor implementation progress of the Bank’s portfolio with regard to PSGs and assess AfDB’s contribution in this regard, in collaboration with the Sector Departments and Regional Departments;
  • Maintain effective internal and external Communication to ensure a coordinated approach in the implementation of the Bank’s fragile states strategy and operational support;
  • Conduct and/or coordinate periodic training activities on state fragility to build capacity of AfDB staff and counterparts in fragile states especially on new approaches, procedures and techniques that take into consideration latest findings on state fragility;
  • Assist ORTS in strengthening its strategic partnerships and resource mobilization, especially with the aim of increasing knowledge, strengthening aid coordination activities with bilateral and multilateral donors, and promoting the co-financing of projects and programs;
  • Participate in the preparation of the ORTS work program, and preparation of annual and other periodic programs and briefs on economic developments, reforms and institutional support programs;
  • Undertake any other assignments and tasks as requested by the Manager ORFS2, Director ORTS and/or the Vice President ORVP. Such assignments may involve working with Bank teams and/or staff within or outside ORTS Department.

Selection Criteria

  • At least a Master’s degree or its equivalent in economics, public policy or other related fields;
  • At least ten (10) years of relevant professional experience in a development oriented institution;
  • Demonstrated understanding and familiarity with Africa’s post-conflict recovery and development challenges and effective strategies and approaches for peace- and state-building;
  • Experience in policy development and implementation in relation to the dynamics and challenges of peace-building and state-building in Africa and in promoting and applying governance practices through alignment with national development strategies;
  • Ability to communicate and defend orally and in writing difficult issues and positions to senior Bank management, government officials, etc.;
  • Knowledge of ICT and competence in the use of standard computer software applications (word, Excel, Access and PowerPoint);
  • Fluency in English or French, with a working knowledge of the other language. Fluency in both languages preferred.

This position is not a regular staff position of the African Development Bank. The position is financed by the Swiss Agency for Development and Cooperation (SDC) and is limited to a two year contract and managed under the agreement between the Bank and SDC.

SENIOR SECRETARY

Objectives

The Secretary will oversee the smooth operation of the offices’ support work and related systems by assuming responsibility for the organizational and coordination of work flow as well as reviewing, processing and executing a variety of resource management transactions. He/She will liaise with the Bank Group offices across Africa as well as with various services within the Bank’s headquarters and assure efficient communication and coordination activities.

Duties and responsibilities

Under the overall supervision of the Director, the incumbent will provide administrative support and secretarial services, and carry out the following duties:
  • Devise and maintain efficient office systems;
  • Organize and attend to multiple meetings, appointments, luncheons and events to ensure that responsible management is  well prepared;
  • Organize meetings on the basis of the Director’s schedule while preparing relevant documents and the necessary logistics and facilities;
  • Track and follow up on documents, deal with faxes and general correspondence and briefs;
  • Manage the flow of information by receiving, examining, sorting and monitoring the Division’s incoming and outgoing mail,   taking into account the priority and urgency of the documents concerned; organize logical filing of this correspondence.;
  • Handle incoming and outgoing telephone-calls;
  • Establish and update the agenda and electronic mail address book; Drafting of mail and documents, in conformity with administrative instructions;
  • Draft memoranda and acknowledgement letters to be submitted, along with their background documents, for the Division Manager’s/Director’s signature;
  • Prepare minutes of meetings and briefs;
  • Ensure the translation of documents;
  • Prepare and administratively follow-up on the missions of the Director and staff of the Division (airline tickets, visas, hotel reservations, follow-up of per diem payments, transport reservation);
  • Make necessary arrangements for visiting delegations;
  • Provide general administrative support for the Department by liaising with the General Services and Procurement Department (CGSP) in respect of office accommodation, allocation of office furniture, equipment and supplies as allocated in the Department;
  • Request for repair and maintenance works and follow-up to ensure that such works have been satisfactorily carried out;
  • Initiate and prepare various administrative documents and forms, such as staff lists, staff absences (annual leave, home, leave, excused absence and maternity leave) as well as statistical data on staff, as required;
  • Create and process expense reports in SAP;
  • Be conversant with DACON application and procurement rules in regards to the hiring of consultants;
  • Monitor and review expenses and bring issues related to administrative budget to the attention of management;
  • Assist where applicable with the programming of operational activities by using the appropriate software;
  • All other secretarial and administrative duties as required.

Selection Criteria

  • A minimum of a Bachelor’s degree in Business Management, Commerce, Administration or related discipline,
  • Preferably supplemented with courses in secretarial training/administration/office management, e.g. Pitmans, ‘Brevet de Technicien Supérieur’ in secretarial studies (BTS), “DUT”, etc.
  • Preferably a minimum of four (4) years of progressively relevant and practical experience, in an executive office (preferably gained with an international organisation).
  • Strong customer service skills, good organisational and planning skills, ability to multitask, attention to detail and ability to work with a diverse workforce.
  • Excellent written and verbal communication skills in English and / or French, with a good working knowledge of the other language.
