CANADEM is seeking seasoned professionals with previous relevant experience with community stabilization projects who are available for an immediate deployment to Bangui, CAR as a seconded expert with IOM for a 3 month contract.

The International Organization for Migration (IOM) has opened an office in Bangui, Central African Republic (CAR) in early 2014 following large-scale displacement and a humanitarian crisis. To support the ongoing stabilization efforts, IOM works through various projects on increasing access to basic infrastructure and facilitating the durable return of displaced population through shelter programmes. Engineers are based in all of IOM’s five sub offices, supporting community-driven rehabilitation projects.
General Functions:
Under the overall supervision of the Chief of Mission and the direct supervision of the Senior Project Coordinator and the close coordination with relevant units at the regional office and headquarters, the successful candidate will be responsible for daily management of the Community Stabilization Projects in IOM Central African Republic (CAR).
Responsibilities and Accountabilities - Support the management of the project implementation, including close liaison with regional and local authorities, donor and the present humanitarian partners.
- Support the oversight of programme implementation, budget planning and financial management as well as procurement, specifically the grant dispersal processes.
- Ensure regular monitoring of the ongoing project implementation, including regular programmatic reviews based on the Do no Harm framework, this includes regular field visitation and daily support to the heads of programme.
- Ensure close liaison and maintenance of contact with local and national authorities throughout the project implementation cycle, including provision of status updates in coordination with all units involved in the programme.
- Provide support to the guidance to all personnel involved in the project, including team leaders and community mobilizers as well local staffs to ensure all goals are achieved and services are delivered.
- Provide reports and regular updates to the chief of mission on the status of the project; identifies areas for improvement and give recommendations.
- Ensure regular updating of the project’s database, incl. status updates, interim and final reporting.
Assist in the maintenance of highest accountability standards in the financial management of the project. - Supervise the correct implementation of the project standards based on the established project reference guide.
- Represent IOM and the project in various fora, including the social cohesion working group, the return working group and the Early Recovery cluster. Prepare presentations and contribute actively to lessons learnt exercises.
- Collaborate closely with international humanitarian communities, existing and potential donors and local government counterparts to ensure that goals of the project are achieved and to ensure timely and adequate delivery of the reintegration programme to the communities.
- Warrant strict implementation of “Do no Harm” principles all throughout the project and initiates adjustments wherever necessary.
- Supervise the monitoring and evaluation exercises.
- Be responsible for the direct supervision of the cash for work teams in Bangui, the infrastructure rehabilitation projects throughout the country and provide guidance to the community liaison teams.
- Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
Master’s degree in Law, Political Science, Human Rights, International Relations, Humanitarianism or a related field from an accredited academic institution with five years of relevant professional experience;
or University degree in the above fields with seven years of relevant professional experience.
Experience
Experience in programme coordination and managerial responsibilities specifically in the humanitarian field relating to migration, returnees, refugees, IDP issues, showing increasing levels of responsibilities; Expedience in field-work in a challenging environment and community based reintegration processes necessary;
Experience in CAR or other high risk environments required;
Willingness to travel up to 60% of the time to very remote and isolated field locations and work in a diverse multi-cultural environment;
Must be familiar with UN/IOM system;
Strong and proven, analytical skills;
Experience in CAR and implementation of “Do no Harm” based projects a distinct

Fluency in French and English is required
