Background and Justification
The Planning Monitoring and Evaluation (PME) section in UNICEF Kenya Country Office provides strategic guidance to the CO on programme design/planning, contribution management, performance monitoring, situation monitoring (research, studies and evaluations), capacity development, quality assurance and knowledge management.
PME team consists of the Chief PME (Head of section), Research and Evaluation Specialist, Monitoring Officer, Budgets Officer, UNV and Programme Assistant. The section's mandate and operations are guided by the KCO Monitoring Strategy.
The 2014-18 CP is being implemented within the United Nations Development Assistance Framework (UNDAF) for Kenya, and will end on 30th June, 2018. In line with this, the PME section has developed a detailed roadmap for the development of the new 2018-22 Country Programme, scheduled to run between March, 2017 and April, 2018.
On February 10th, 2017, the Government of Kenya (GoK) declared the current drought affecting 23 arid and semi-arid counties and pockets of other areas a national disaster, and called on all stakeholders to support the government by upscaling drought mitigation programmes. In line with this, UNICEF programme teams have designed lifesaving interventions targeting women and children in the affected areas.
Within this time span, an increased work load is expected within the section, particularly within the planning and monitoring functions as KCO develops its new country programme, alongside responding to the drought.
Purpose
The purpose of this individual contractor consultancy is to provide technical support to PME and the CO on (a) the design of the 2018-22 CPD, and (b) in the coordination of Emergency M&E protocol relating to the 2017 drought as well as (c) additional activities relating to quality assurance, Results Based Management and M&E

Output 12.2: Results teams have accessible and relevant technical leadership and support; programme staff/partners have adequate technical capacity to review and implement planned results and prepare quality reports.
Scope of Work
The assignment will provide technical support to PME on (a) the design of the 2018-22 CPD (b) in the coordination of Emergency M&E protocol relating to the 2017 drought (c) additional activities relating to quality assurance, Results Based Management and M&E, as per the PME Action Plan 2017-2018.
The contractor is expected to provide technical support to programme sections in the formulation and development of the Theories of Change (ToC), results frameworks, strategy notes, strategic moments of reflections and alignments of KCO planning with the UNDAF and government's MTP III.
Timeframe: The assignment is expected to run for 11.5 months, starting 01 May 2017 until 13th April 2018
Duty Station: While the duty station of the assignment is Nairobi, the contractor may be expected to travel to select counties, as needed.

Required qualifications, desired competencies, technical background and experience
a) Education: Masters degree in programme management, social sciences, business administration, education, management, law, statistics, or related fields.
b) Specialist skills/Training: Excellent technical capacities (proven by 5 years of relevant work experience) in strategic planning, Results Based Management & specifically Results Framework/logframe development. This should include demonstrable experience in succinct and results focused report writing and experience in humanitarian programming.
c) Others: Experience working with UN agencies and/or the government, with an understanding of the UNDAF and Country Programme development guidelines, principles and procedures. In addition, the consultant should have a good understanding of national and county level development plans. Experience in programme planning at national and/or international setting desirable.
d) Years of experience: Minimum 5 years of progressive working experience in Monitoring and Evaluation, programme planning.
