DAI seeks Chief of Party (Project Director/Team Leader) candidates for an anticipated water, sanitation, and hygiene (WASH) program in Mozambique. Qualified candidates will have a mix of experience that illustrates technical expertise, knowledge of the country context, experience managing large donor-funded programs, and Portuguese language capability.
Responsibilities:
The Chief of Party (COP) is responsible for overall management, technical direction, and administration to ensure project success. This includes the acquisition, supervision, and professional development of the project’s financial and human resources. The Chief of Party ensures the quality and timeliness of all project deliverables. S/he will be responsible for ensuring effective coordination of all project activities with those of relevant GRM institutions, other donors, and related USG or USAID-funded activities. The COP should meet the following requirements:
- Hold an advanced degree (Masters or higher) in a relevant field, such as engineering, public health or natural resource management
- At least ten (10) years or more of progressively responsible international work experience managing water development projects/programs including WASH, social behavior change, governance or institutional development
- At least five (5) years of experience managing WASH service projects in a developing country, ideally with experience in the Mozambican context
- At least five (5) years of progressively responsible supervisory work experience including direct supervision of professional and support staff; and assembling and managing teams working on complex multi-faceted international development programs.
- Strong communication skills, both interpersonal and written, in both English and Portuguese
Qualifications:
Applicants with the following qualifications are encouraged to apply:
- Background in WASH including water systems or water infrastructure engineering, behavior change communications, WASH policy and/or WASH economics.
- Experience working with local governments and/or private sector to improve availability of functional water and sanitation infrastructure in health facilities and communities
- Experience increasing use of health promoting WASH practices by target populations, including handwashing, community-led total sanitation, and the effective storage/treatment of water in the household to limit exposure to diseases.
- Experience increasing access to drinking water services to rural and urban areas through piped networks, kiosks and functional water pumps.
- Building governments capacity at local levels (provincial, district) to plan and monitor quality WASH services
- Improving ability of government staff, community members, and private companies to manage and maintain WASH infrastructure
