The International Organization for Migration (IOM) has opened an office in Bangui, Central African Republic (CAR) in early 2014 following large-scale displacement and a humanitarian crisis. To support the ongoing stabilization efforts, IOM works through various projects on increasing access to basic infrastructure and facilitating the durable return of displaced population through shelter programmes. Engineers are based in all of IOM’s five sub offices, supporting community-driven rehabilitation projects.
General Functions:
Under the direct supervision of the Chief of Mission in the Central African Republic and in close collaboration with the SIRIRI project officer for Bangui, the successful candidate will be responsible and accountable for the overall support and implementation of the project activities.

Responsibilities and Accountabilities
• Oversee the implementation including staffing for and financial management, of the Mpoko return project;
• Ensure close monitoring of the implementation of the different project components while ensuring protection mainstreaming throughout all activities;
• Closely liaise with the national counterparts and HCR on the Mpoko closure activities;
• Represent IOM in all Mpoko related coordination fora;
• Directly oversee all project development and reporting related to the Mpoko project;
• Develop and closely adhere to the project implementation plan, identify bottlenecks and challenges in a timely fashion and proactively develop response mechanisms in line with the project objective and in close coordination with the project manager;
• Establish a close-knit local network with national and international partners to ensure close coordination of the Mpoko projects and develop flexible mechanisms to allow the project to fill gaps and adapt to the developing context;
• Ensure constant communication of the project progress to the donor and the ICC as per the project proposal;
• Liaise closely with SSU on the daily movement plan of the project staff in the return areas;
• Organize at least 5 community dialogue activities based on which the return dividend is to be implemented. Ensure equal participation of all community members in the process;
• Liaise closely with the procurement team on the implementation of the chosen dividends, bearing in mind principles of sustainable management beyond the project implementation period;
• Develop a clear work- and procurement plan to ensure effective project implementation in line with the deliverables in a timely manner taking into account the specific challenges of delivering in a high risk context.
• Coordinate the financial monitoring of sub-contracts in close collaboration with the financial unit of IOM CAR;
• Compile all required projects reports, routine and exceptional, and donor required reports.
• Ensure that project milestones are met and effective reporting, monitoring and strong internal control mechanisms are in place.
• Perform such other duties as may be assigned.

Required Qualifications and Experience
• Completed advanced university degree from an accredited academic institution preferably in Political or Social Science, Business Administration, International Relations.
• Five years of experience (or seven years of experience for candidates with 1st level university degree) in institutional strengthening, capacity building related activities in a developing country and post-conflict context.
• Demonstrated capacity in project management and budget monitoring, including grants administration.
• Sound knowledge of the Central African context.
