Reference: TECHNICAL ASSISTANCE FOR IMPROVING ACTIVE CITIZENSHIP PROGRAMME (Lot7 short-term mission)

Duration: 300 work days to be shared between the 2 Experts
The Bureau for Institutional Reform and Democracy – BiRD is currently accepting applications for an Expert in Law, Democracy and public participation (Category II) as part of a Lot7 short-term mission in South Africa entitled TECHNICAL ASSISTANCE FOR IMPROVING ACTIVE CITIZENSHIP PROGRAMME.
The overall objective of the assignment is to assist the DOJ&CD to draft a National Policy Framework for promoting Active Citizen Participation and participatory democracy at both national and local levels in order to streamline public participation across government.
Category II: Expert in Law, Democracy and public participation
Qualification and skills:
· Education: At least Masters Degree in law, public policy, or equivalent field.
· In its absence, 9 years of professional experience in the sector related to the Lot7
General professional experience:
· At least 6 years' experience in law or other field related to Lot 7
Specific professional experience:
· Previous experiences in working with/within South African legal system, in particular good knowledge of the South African constitutional law.
· Previous experiences in working on public participation issues, either for a non-governmental organization or for governmental institutions, or for a donor.
· Previous experiences in promoting/managing active citizenship programmes and/or developing participatory democracy programmes.
· Previous experiences in working with the South African government and/or other stakeholders in South Africa on issues related to local governance and public participation will be considered as an advantage.
Soft Skills:
· Good communicator with good interpersonal and stakeholder relations/management
· Excellent knowledge of standard Microsoft office Programme.
· Ability to deliver presentation
Language skills:
The experts must be fluent in English-written and spoken
It is envisaged that the assignment will be undertaken over a 12 months period, namely from 1st April 2017 to 1st April 2018.
Location of the assignment: PRETORIA, South Africa.
