Job Summary:
CRS seeks an Operations Director for an anticipated 5-year global malaria service delivery program expected to be announced by USAID's Presidential Malaria Initiative (PMI) during FY2017. The Operations Director will lead a consortium of NGOs and other development partners to provide implementation support services and technical assistance to at least 17 countries to accelerate progress in comprehensive malaria facility and community service delivery including malaria case management, control of malaria in pregnancy, and other malaria drug-based interventions.
Key responsibilities of the Operations Director include providing leadership and oversight of the program’s operational support including finance, information and communication technology, supply chain management, audit, security, and other administration. This position requires strong demonstrated experience in the areas of finance, human resources and program management, as well as a strong knowledge of donor requirements, especially USAID and PMI contracts/grant agreements, funding mechanisms and requirements. The Operations Director ensures that programs are supported to effectively meet articulated needs, manage risk, and increase efficiency. The Operations Director ensures that all offices have corresponding systems in place and that applicable CRS and donor policies are consistently applied.

Leadership:
  • As a member of the APMSD’s senior management team, work with APMSD HQ and country-level colleagues to coordinate efforts particularly around issues of risk/compliance and efficiency.
  • Incorporate operations issues into APMSD program strategic planning process. Assess and advocate for needed investments in operations capacity.
  • Work with technical leads to improve operations capacity, including systems and staffing.
  • Support APMSD operations functions in country programs.
Human Resources:
  • Collaborate with the Chief of Party and CRS HR team in strategic management of human resources, to ensure program is adequately staffed to meet the needs of the contract.
  • Ensure that recruitment are conducted as per policy and donor requirements.
  • Ensure implementation of CRS performance management system.
Finance:
  • Ensure the strategic management of financial resources including financial forecasts.
  • Oversee and support the work of the Contract Compliance Manager and the Finance Manager.
  • Support development of related country-level Scopes of Work if required.
  • Review APMSD relevant activities in annual budgets to ensure that they reflect overall program priorities and expectations, mitigate risks, and reflect maximum obtainable efficiency. Review periodic forecasts with these objectives in mind.
  • Review financial statements to ensure expenses align with the budget and are in compliance with CRS policies and donor requirements.
Supply Chain Management (SCM):
  • Ensure the strategic management of material resources. Communicate APMSD and agency priorities to country programs and guide country program staff to ensure alignment of efforts.
  • Ensure efficiency and compliance in local and international procurement.
  • Ensure high quality reporting that allows for proper tracing and tracking of inventory and assets.
  • Ensure integrity (accuracy, security) of SCM information systems.
Donor and Government Compliance:
  • Ensure subcontractor approvals as required.
  • Identify management risks, establish priorities, provide recommendations for improved systems performance and ensure compliance.
  • Oversee compliance with USAID requirements as it pertains to contract operations. This includes the FAR, AIDAR and ADS 302 in coordination with HQ Office of Legal Counsel.
  • Oversee compliance with local laws. Ensure that legal commitments are made in accordance with local law and US law where applicable. Manage responsibilities that go with an international presence, including country agreements and visa and registration requirements. Identify and work with local counsel.

Supervisory Responsibilities: Contract and Compliance Manager; APMSD Finance Manager
Key Working Relationships:
  • Internal: APMSD Project team; Overseas Finance; Domestic Finance; Operational Excellence Department; Program Impact & Quality Assurance (PIQA); Country Representatives and Heads of Operations; Regional Offices (particularly the Deputy Regional Director – Management Quality), HQ Human Resources
  • External: Consortium members, partners, USAID, auditors, service providers and vendors.
Personal Skills:
  • Excellent oral and written communication and interpersonal skills.
  • Experience in setting up and monitoring complex operations.
  • Desire to work in a collaborative, proactive, and multicultural team environment, but able to work independently.
  • Ability to maintain strong customer service.
Qualifications:
  • Master’s in business administration, finance, accounting, human resources, or other relevant field.
  • Minimum seven years work experience in management in a non-profit, development, and/or humanitarian organization. At least two years of this should be in a developing country outside candidate’s country of origin.
  • Understanding of CRS financial and administrative systems, policies, and procedures preferred.
  • Experience managing large, complex USAID awards required, contracts preferred; knowledge of relevant regulations.
  • Knowledge of procurement and general office administration/management issues.
  • Ability to work in a complex environment and to lead and work with a multi-cultural team.
  • Strong communications and analytical abilities and experience with MS Office.

Language Requirements: Fluency in written and spoken English, French language skills a plus.
