Reference: The analysis of methods of data collection on incidents of racism, racial discrimination, xenophobia and related intolerance (Lot7 short-term mission)

The Bureau for Institutional Reform and Democracy – BiRD is currently accepting applications for a Data research and analysis expert (Category II) as part of a Lot7 short-term mission in South Africa entitled “The analysis of methods of data collection on incidents of racism, racial discrimination, xenophobia and related intolerance”.
The global objective is to provide technical assistance to Government of South Africa, and in particular the Department of Justice and Constitutional Development, to analyze the existing data sources and methods of data collection on incidents of racism, racial discrimination, xenophobia and related intolerance in the public and private sector. Related intolerance includes discrimination on the basis of sexual orientation, gender and disability.
Data refers to any piece of information in numerical or any other form.
The requested technical assistance will also assist the government of South Africa with statistical information in the design of country responses to meet its obligations in terms of the DDPA, the ICERD and other international Human Rights treaties referring to discriminations.
Category II: Data research and analysis expert
Qualification and skills:
- Education at least a Master’s degree or equivalent qualification in sociology, economics, statistics, data analysis, modelling, population study, econometrics, demography or related field Or, in its absence, at least 9 years of equivalent professional experience.
- Excellent knowledge of standard Microsoft office Programme. Knowledge of other statistical and data software will be an advantage.
General professional experience:
- At least 6 years' experience in research in the field of social science, statistics, demography, economics, population studies, sociology. .
Specific professional experience:
- At least 4 years’ experience in qualitative and quantitative surveys, statistical analysis and data management.
- Excellent research methodology and presentation skills.
- Previous experiences in data collection and analysis of statistical data related to discrimination, racism, racial discrimination, xenophobia and related intolerance.
- Previous experience in data sourcing, processing and consolidating method.
- Knowledge of the South African context, stakeholders and regulatory framework of human rights, racism, racial discrimination, xenophobia and related intolerance would be an advantage.
- Knowledge of the availability of official and private data sources in South Africa would be an advantage.
Soft Skills:
- Good communicator with good interpersonal and stakeholder relations/management.
Language skills:
The experts must be fluent in English-written and spoken.
It is envisaged that the assignment will be undertaken over a 20 months period, namely from 1st April 2017 to 31st December 2018.
Location of the assignment: PRETORIA, South Africa.
