The International Organization for Migration (IOM) has opened an office in Bangui, Central African Republic (CAR) in early 2014 following large-scale displacement and a humanitarian crisis. To support the ongoing stabilization efforts, IOM works through various projects on increasing access to basic infrastructure and facilitating the durable return of displaced population through shelter programmes. Engineers are based in all of IOM’s five sub offices, supporting community-driven rehabilitation projects.
General Functions:
Under the direct supervision of the Chief of mission and close coordination with the emergency programme coordinator, the community stabilization unit and the community violence reduction team, the successful candidate will be responsible and accountable for providing support and contributing to the ongoing rehabilitation efforts.

In particular, the incumbent will:
- Oversee and work directly on all technical aspects of IOM construction work in the specified technical area, including assessment, design, bill of quantity (BoQ) calculation, tendering, technical specification, and monitoring.
- Prepare design layouts for small or low-complexity buildings, service blocks, transportation infrastructure, and small- to medium-scale community infrastructures.
- Undertake regular field monitoring visits to all ongoing construction project sites.
- In coordination with the relevant units, provide guidance on quality control and other technical areas to the technical programme team, including the architect and the national engineers in the field.
- Ensure technical IOM representation in relevant meetings with donors, government entities, and other organizations.
- Develop and implement design standards, monitoring mechanisms, quality assurance mechanisms, and construction specifications in respective technical fields and facilitate trainings to local service providers in the areas of operation.
- Take into account extreme weather conditions and security precautions to increase the durability of the ongoing reconstruction efforts.
- Participate in the tender evaluation process including assessment of bidders’ qualifications, competency, and experience, and in analysing and reviewing the quoted unit rates against IOM-prepared cost estimates.
- Ensure close liaison with the national government authorities to enable a close linkage with all ongoing projects and the national recovery plan.
- Guide and supervise the programme’s technical team. Ensure that relevant information is shared with the Procurement Unit for the purposes of programme reporting and financial payments. Monitor the preparation of internal reports and payment certifications. Conduct joint verification site visits and ensure cost control. Ensure the understanding of all processes of national staff.
- Ensure accurate record keeping, construction inspections, and quality audits. Ensure that drawings and records of actual quantities maintained are kept up to date and variations and addendums are issued correctly.
- Flag technical issues to the Chief of Party and keep them
- Perform such duties as may be assigned.

Technical:
Experience in direct construction supervision and management;
Experience working with low-income communities and government counterparts preferred;
Site experience as a consultant or contractor in the international environment;
Experience with common engineering-related software.

Education and Experience:
Master’s degree in Architecture, Engineering, Urban Planning, Civil Engineering or a related field from an accredited academic institution with five years of relevant professional experience; or University degree in the above fields with seven years of relevant professional experience.

Languages: Fluency in French and English, knowledge of a language of the region is an advantage.
