HEAD OF MISSION LIBERIA

MSF is one of the largest independent medical humanitarian organizations in the world, with projects located in 65 countries worldwide. MSF's work is based on the humanitarian principles of medical ethics; the goal of MSF is to provide emergency care to people who are affected by armed conflicts, epidemics and natural or man-made disasters.

HEAD OF MISSION

LIBERIA - M/F

Main purpose
The Head of mission is responsible for MSF operational response in Liberia. He/she defines the mission operational strategy for the Barnesville Junction Hospital project and actively explores health needs/gaps throughout the country to define a potential second project in the country in collaboration with the Operational cell and coordination team in the country.
Main accountabilities
He/she leads, plans, and coordinates MSF programs in the mission, including identification of new humanitarian challenges and potential MSF response. He/she is accountable for and supervises the implementation of projects and programs and evaluates their evolution, final results and achievements to ensure that organization’s technical and ethical standards are followed and objectives are achieved.
He/she is accountable for the proper plan, size, and coordination of all resources (human, material and financial) needed in the mission in order to enhance overall performance of the mission, safety of MSF staff in Ebola virus disease (EVD)/post-EVD context while carrying out the projects.
He/she assures that rapid response capabilities to emergencies are in place.
He/she represents and defends MSF’s interests before third parties, according to the organization’s charter, policies, and ethics as well as international and national laws and regulations, in order to develop and effectively implement all the programs and projects in the mission.
He/she ensures proper collaboration with local, national, and health authorities to assure implementation of MSF objectives/services and to gain knowledge of the health/general context in Liberia in order to identify potential emergencies or gaps in healthcare requiring an MSF operational response.
He/she is responsible for monitoring and analyzing the political, humanitarian issues at stake, and health situation across the country and surrounding countries
He/she is responsible to ensure information flow and reporting to Headquarters.

PROFILE/REQUIREMENTS :

Education:
University degree. particularly in medicine, public health, paramedical or within the field of international relations, is an asset.
Experience:
At least two years in management positions in humanitarian aid.
Experience with MSF or other international NGO in developing countries is essential.
Language:
English essential – French is an asset
Knowledge:
Essential computer literacy (word, excel and internet)
Competences:
Strategic vision
Leadership
Networking
Ability to work in a multidisciplinary and multicultural team

WORKING CONDITIONS:

Position to be filled in January for at least 12 months up to 2 years
Fixed term contract
Family position with perdiem, housing, and partial coverage for education fees.
Salary status according to the MSF salary grid and your previous experience in international NGOs if any.
