The Liverpool School of Tropical Medicine (LSTM) is an internationally recognised centre of excellence for research in tropical diseases. Through the creation of effective links with governments, organisations and institutions and by responding to the health needs of communities, LSTM aims to promote improved health, particularly for people of the less developed / resource poorest countries in the tropics and sub-tropics.
LSTM through its Monitoring and Evaluation Technical Assistance and Research (METRe) group is a global leader in M&E; bringing together multidisciplinary teams of public health professionals. METRe provides technical assistance and capacity building to effectively collect, analyse and use quality data to guide policy and strengthen health systems.
Reporting to the Head of METRe, the Programme Manager will be field based and provide leadership and management at field level for any assigned METRe project in South Asia and/or Sub-Sahara Africa. METRe has had a long term presence in India, Uganda and South Sudan, with offices and staff in these countries. The Programme Manager will operate at a senior level and be responsible for programme management and business development, engaging with donors and partners at all level.
The post holder will be required to spend at least 80% of their time based in the field, working in our countries of operation.
You will be a proven project manager and be able to demonstrate substantial experience in management of health programmes at a senior field leadership level, in both South Asia and Sub-Sahara Africa. Experience of delivering short-term technical assistance, managing LQAS projects and working in India, South Sudan and Uganda is highly desirable. You will also have a demonstrable track record of achievement in managing relationships at a senior level with both Ministries of Health and a variety of stakeholders.
Ideal candidates will be educated to Masters Level (or equivalent) in Public Health. Effective interpersonal and communications skills will be essential, as will a proven record of bringing innovation into programmes. Excellent financial literacy and strong organisational skills are prerequisites of this role, together with effective leadership and team management. With strong negotiation skills the post holder must have the ability to influence a diverse range of partners and organisations in a multicultural environment with confidence, tact and diplomacy.
