We are looking for a highly qualified, self-motivated Shelter Coordinator able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners.
Who are we?
The Danish Refugee Council has been in South Sudan since 2004 working with refugees, internally displaced people and returnees. In 2012, DRC opened its operations in Upper Nile State (Maban County) to respond to the large influx of refugees coming from Blue Nile State in Sudan and in early 2013 DRC expanded its operations to Unity State and is currently managing a refugee camp (Ajoung Thok) for new refugees from South Kordofan. In additional DRC is responding to the current humanitarian crisis of internal displacement. DRC is the camp manager of several camps in the northern states of South Sudan and has also been working closely with humanitarian partners in relation to the coordination of humanitarian assistance and advocacy issues. DRC also has activities in the sectors of community services, protection, GBV, livelihoods, shelter and infrastructure and logistics in the IDP/refugee areas. In returnee areas DRC is implementing food security and livelihood activities to support durable solutions.
About the job
The position is roving and a 3 months movement plan will be developed and agreed between the Head of Programme, Refugee Response Coordinator and IDP Response Coordinator. 30% of time will be spent in Juba, 70% in the field. This position is roving (70% field / 30% Juba) and is categorized as an international staff post.
Responsibilities
The Shelter/NFI Coordinator has the overall responsibility for technical quality of Shelter/NFI programmes in all sites and information flows on Shelter/NFI to and from the field. The Shelter/NFI Coordinator has decision making authority on technical shelter/NFI issues.
Internal relations
The Shelter/NFI Coordinator reports to the Head of Programme and works closely with the Refugee Response Coordinator and IDP Response Coordinator.
Shelter/NFI Managers in all sites have a technical reporting line to the Shelter/NFI Coordinator.
External relations
The Shelter/NFI Coordinator represents DRC in Shelter/NFI cluster meetings at the national level and as requested in the Refugee Coordination Meetings, national POC weekly meetings, POC working group, other Shelter/NFI related meetings as required, including with donors.
Specific duties and responsibilities:
Programming and Coordination
- Assist in designing the shelters layouts
- Describe and estimate constructions cost.
- Preparing of tender documents, drawings and bill of quantities.
- Support technical assessment of the land sites of construction
- Identifying mitigating measures against technical specific contextual challenges
- Daily monitoring and supervision of the quality of the construction work carried out in the field
- Data collection and obtain detailed locally technical information.
- Monitor, evaluate and suggest changes and improvements in the project and materials based on observations and discussions with the DRC team and stakeholders.
- Follow-up of project costs under the supervision of the Team Leaders and appointed Shelter/NFI Managers in each locations
- Follow-up and ensure that projects are executed within allocated budgets and in conformance to the set design and specifications.
- Prepare Technical reports and narratives.
- Provide regular Progress Report with the inclusion of photos and share with the Team Leaders and appointed Shelter/NFI Managers of the supported area.
- Provide technical guidance and advice to Team Leaders, Shelter/NFI Managers and Shelter staff in both refugee and IDP programmes;
- Support technically Shelter/NFI Managers to ensure that DRC is providing high quality Shelter/NFI activities in accordance with international standards and best practice;
- Develop DRC’s Shelter/NFI strategy for the Refugee and the emergency responses
- Support proposal development and coordinate multi-site proposals;
- Identify gaps and needs in shelter/NFI programme in DRC sites;
- Work with Shelter/NFI Managers to ensure programme methodology, beneficiary selection criteria, monitoring tools, BoQs and designs are in place.
- Support Shelter Managers to strengthen communication with communities, identify beneficiary needs and provide guidance in developing information and awareness-raising materials and activities, with beneficiary participation, and strengthening communication and complaints mechanisms together with the CCCM teams;
- Lead on national shelter/NFI and POC strategy development including exit and nationalisation strategies, and support field teams with local strategy development;
- Support design of and coordinate assessments as relevant to shelter/NFI, participate in assessments as required;
- Manage information flows to and from field sites, including updates into and from Cluster, Coordination and other relevant meetings;
- Ensure Shelter/NFI related information products are standardised and kept up to date, e.g. site reports, 4Ws, briefing notes and coordinate news/interest piece and press releases;
- Quality assurance of proposals, donor reports, site reports, advocacy and policy notes, other Shelter/NFI reports;
- Develop a shelter/NFI data collection and management system as required with the Managers and M&E Coordinator;
- Work closely with the Head of Programme, Emergency Coordinator and M&E Coordinator to ensure that all camp management activities are being appropriately monitored and evaluated.
Representation
- Actively participate in national Shelter/NFI cluster and relevant working groups, NGO POC Working Group, and refugee coordination meeting;
- Advocate and guide advocacy on Shelter/NFI issues;
- Stay up to date with donor strategies and practices within South Sudan.
Organisation, administration and personnel management
- Provide technical questions and support to interviews for Shelter/NFI expat and national staff;
Training and capacity building
- Identify training gaps among Shelter/NFI staff;
- Support Team Leaders on nationalisation planning for Shelter/NFI staff;
- Roll out Shelter/NFI training in field sites, either delivering training or coordinating pool of trained trainers.
Accountability
- Ensure that DRC’s Shelter/NFI programming meets accountability obligations and carried out in accordance with the HAP Standard for Humanitarian Accountability and Quality Management (ref. Programme Handbook Annex 15 and related tools).
- Work with Protection Coordinator to ensure protection mainstreaming in camp management activities;
- Work with CCCM Coordinator, Protection Coordinator, FSL Coordinator, M&E Coordinator and Grant Manager to ensure activities and strategies are well integrated and coherent.
- Ensure continuously communication with beneficiaries regards to project implementation, progress, evaluation and impacts of interventions
- Ensure project participation throughout the project cycle
- Ensure project documentation of the lessons learnt from normal project operations and success stories for future improvement
- Ensure publicly available information on and explanation of the complaint response mechanism, the Humanitarian Accountability framework and any other relevant project related information.
M&E Collaboration
- Ensure that monthly operational plans, project implementation plans and most significant change stories are handed into the M&E department in timely manner
- Ensure that all information required by the M&E is provided and that collaboration is undertaken in a smoothly and timely manner.
- Any other duties as agreed with the Head of Programme.
About You
Essential:
- A degree in civil engineering, and relevant experience in general engineering in an NGO context.
- A minimum of 5 years of field experience in emergency and displacement situations (Refugee and IDP responses)
- Knowledge of participatory approaches and tools to community planning, monitoring and evaluation
- Knowledge in WASH is an added advantage
- Experience in engineering project assessments, program design, proposal writing and budgeting, surveys, implementation and evaluation.
- Experience in coordination within the UN cluster system and with donors, especially UNHCR
- Ability to write clear, well-argued assessment and project reports, and prepare success stories.
- Experience of and commitment to working through community participation
- Excellent communication skills: Good in English communication – speaking and writing.
- Computer literate (as well as graphic software: i.e AutoCAD and ArchiCAD)
- Capacity to technically supervise, train and coach international and national staff.
Preferable:
- Strong interpersonal and communication skills
- Self-motivated and able to work with a minimum of guidance
- Willingness and physical ability to perform field missions in rural areas under restricted security conditions.

We offer
Contract: 12 months contract with possibility of extension after a successful probation period.
Location: roving (70% field / 30% Juba), South Sudan with travel to DRC field offices in South Sudan
Salary: Salary and other conditions are offered in accordance with DRC’s Terms of Employment at A10 for international staff and relevant HR policies,
Other benefits: Housing facility, R&R every 8 weeks, 25 annual leave days per annual, insurance; and one return flight home.

In addition, we offer 5 days of remunerated R&R (Rest & Recovery) leave every 8 weeks for Juba based staff and every 6 weeks for field based staff.
