Program Coordinator

Background
DRC has been providing relief and development services in the Horn of Africa since 1997 and initially focused assisting those who are displaced by conflict, but now works with all those in the region impacted by displacement. DRC has offices across the region, and has been working in Ethiopia in 2009 and Djibouti since earlier in 2015 to address the needs of refugees, IDPs, and migrants in or transiting those countries. DRC has or will have offices in Djibouti-Ville, Ali-Sabieh, and Obock, and implements projects in three refugee camps across Djibouti.
DRC’s operation in Djibouti started to assist migrants crossing the country on the way to Yemen and the Arabian Peninsula beyond. These capacity building, awareness-raising, and livelihoods interventions were shortly joined by DRC’s work in the two refugee camps in the southern part of Djibouti that host the existing caseload of primarily Somali refugees, many of whom who have been in the camps for over two decades. DRC’s is UNHCR’s and FAO’s implementing partner in livelihoods in the refugee camps, and is further working on protection issues, specifically SGBV, in the camps. The remainder of DRC’s work in Djibouti is focused on responding to the refugee influx into that country from Yemen. In order to be able to host the new arrivals, the government has asked UNHCR to establish a new refugee camp in Obock, a region in northern Djibouti. Obock is a hard-to-reach region that has been severely affected by drought since 2008 and has the worst malnutrition rates in the country. The refugee camp site, Markazi, is located on the coast, four kilometers away from Obock town, the capital of the region. Markazi camp currently lacks many of the facilities and services associated with refugee camps.
Job profile
The Program Coordinator (PC) for the DRC Djibouti operation will be based in Djibouti-Ville, but will cover the entire country and travel frequently to all project locations. The PC will work closely with the Area Manager and DRC’s country team in Addis Ababa to ensure effective and efficient delivery of activities to benefit persons of concern within DRC’s mandate in Djibouti. The PC will be directly supervised by the Area Manager in Djibouti and will also work closely with DRC’s staff countrywide.
Key responsibilities
Technical Support:
  • Responsible for overall program oversight of and technical support to DRC protection, WASH, livelihoods, and camp coordination and camp management (CCCM) activities in Djibouti, including the refugee camps and other relevant locations.
  • Supervise sectoral managers, coordinators, team leaders, or officers (whichever is the senior-most person for the sector) of protection, WASH, livelihoods, and CCCM programs and provide management support and oversight.
  • Responsible to ensure that programs meet the stated objectives within the timeframe and on budget, with specific attention to ensuring quality interventions.
  • Lead the formation, capacity building, and strengthening of community-based organizations in the refugee camps.
  • Support the protection, WASH, livelihoods, and CCCM teams to design/update training materials.
  • Oversee the implementation of livelihoods programming in the Ali-Addeh and Hol-Hol refugee camps.
  • Ensure the effective and timely implementation of all protection programming in Djibouti.
  • Assist with any IDP programming undertaken by DRC in Djibouti, specifically scoping or profiling missions.
Monitoring, Reporting, and Development:
  • Undertake quality control and site monitoring to ensure that services provided are according to international best practice standards and to measure progress against implementation plans.
  • Conduct program monitoring as per expected outputs and outcomes.
  • Contribute to and ensure the quality of donor and management reports on all DRC projects in Djibouti.
  • In coordination with the Grants Team and protection and livelihoods coordinators, provide inputs and/or develop new program designs and proposals for Djibouti, with support from the Area Manager.
  • Monitor budgets and project expenditures for all program interventions in Djibouti, with support from the Finance Team.
  • Ensure that all new project budgets accurately reflect program activities and required staffing levels.
  • Conduct, as possible, capacity building for DRC staff.
Coordination and Representation:
  • Share relevant project information with stakeholders.
  • Represent DRC in the camp-level working groups and coordination meetings.
  • Participate in other coordination meetings as necessary and directed by the Area Manager.
  • Effectively use information gathered by DRC in the field to advocate on important issues as well as longer term planning for target populations, in line DRC’s mandate and strategy.
  • Coordinate with ONARS, UNHCR, UNICEF, NGOs, and other key stakeholders on relevant issues and contingency planning, in close cooperation with the Area Manager.
  • Ensure internal coordination and harmonization of DRC’s activities with DRC’s Ethiopia/Djibouti and relevant regional programs.
Reporting
Works under the direct supervision of Area Manager based in Djibouti-Ville, and liaises with all program and operations staff as well as Grants Team in Addis Ababa.
Qualifications
  • University or graduate degree in international relations, development, law, gender, or other relevant field.
  • Minimum of five years' relevant work experience, with experience in refugee and/or IDP response program management a requirement.
  • Proven commitment to accountability and quality assurance.
  • Excellent analytical and writing skills.
  • Experience with capacity building, and in convening and facilitating trainings and workshops.
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with national staff members and other stakeholders.
  • Experience living and working in cross-cultural, multi-sector, insecure, and/or remote environments.
  • Ability to work well under pressure and in adverse conditions.
  • Substantial project management skills and experience.
  • Fluency in written and oral French.
  • Strong professional written and oral English language skills.
  • Knowledge of Arabic, Somali, Afar, or Amharic languages would be a plus.
  • Proficiency in common computer packages and financial software i.e. Word, Excel, Powerpoint, etc.
Conditions
Contract: Three months’ contract, with possibility of extension contingent on funding.
Other employment conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates recruited by the Horn of Africa and Yemen Regional Office. This position is rated as A11 on the DRC salary scale available at www.drc.dk.
Availability: October 2015
Duty Station: Djibouti-Ville, Djibouti with frequent travel across Djibouti and occasionally to Addis Ababa or elsewhere in the region. Note that this is an unaccompanied position. Accommodations will be provided in Djibouti-Ville for this position, but will arranged by the incumbent with support from DRC upon arrival in the region.
